STRACHAN CALLS FOR GUARANTEED INCOMES NDP Opposition Leader Robert Strachan has suggest- ed that a guaranteed income policy be instituted to elim- inate poverty. In a speech to NDP mem- bers he stated: “As a provincial govern- ment of British Columbia, the New Democratic Party would not spend its time in an end- less squabble with Ottawa about out-dated procedures Ee ROBERT SIRACHAN and inadequate financial divi- sions. We would advocate new policies and adopt new methods and new attitudes. We would be offering to co- operate in meeting the needs of today and tomorrow.” He said the NDP would put an end to the present shabby patchwork of inade- quate legislation. “Our objective must be not only to provide full employ- ment, but to create the op- ortunity to lead fuller lives. e must not only have free- dom from want; we must make available to every per- son a rightful share of the ESQUIRE MEN‘’S WEAR (Graham Mowatt) Complete Stock of Work and Dress Clothing ST THE POPULAR BRANDS” national prosperity. We must make sure that every person has a chance to work and is paid adequate wages. Con- tinuing income must be avail- able to those who are unable to work or have no work.” He went on to say that the experts believe that the goal of full employment in the face of ever-growing techno- logical change is not feasible. The number of people who remained on social welfare right through the recent boom and the speed with which un- employment figures have in- creased in recent months gives a glimpse of the future. More and more people now realize the need of a guaran- teed income as a fact in our society. He stated that the NDP believes such a policy would alleviate the poverty troub- ling so many Canadians to- day. ; In its most simple form the guaranteed income plan would be based on the amount that is required to provide a decent subsistence each year. The number of children in the family would indicate a higher require- ment. Those people who have a lower income would be brought up to the level of a guaranteed income by pay- ments from the government. These payments would be a matter of right, and would be based on a return made with- EARN MORE MONEY Selling our Men’s Tailored - to - measure Quality Clothes. Such a procedure would remove the need for almost all of the multiplicity of agencies now engaged in try- ing to create a welfare state. It would wipe out the need for most of our social welfare agencies as well as the var- ious subsidies and special re- gional allowances which cause so much friction between Ot- tawa and the provinces. The guaranteed income would be the most logical way of fighting poverty, ad- ministering welfare and pro- moting stability in labor-man- agement relations.
