Timashuk, a woman physi- cian who had been described in January as unmasking the ac- cused doctors had been cancelled as “incorrect” by the Supreme Soviet Presidium. The announcement on the re- lease of the doctors said: “The Ministry of Internal Af- fairs of the USSR has made a thorough investigation of the materials of the preliminary in- vestigation and other data in the “ease of the group of physicians accused of wrecking, espionage, and other activities against Jead- ers of the Soviet state. They gave incorrect conclu- sions on the methods of treat- ment applied at the time to Shcherbakov and Zhdanox. The Soviet people learned with a feeling of satisfaction that the charges brought against a whole group of eminent rep- resentatives of Soviet medicine were. found completely untrue, ' that this was a vile calumny of honest and respected workers of our state. Only people who have lost their Soviet principles and hu- man worth could resort to un- lawful arrests of Soviet citizens, outstanding exponents of Soviet medicine, to a plain falsification of investigation, to criminal vi- olations of their civic duty. Contemptible. adventurers of the Ryumin. type, with this case fabricated by them, to kindle in Soviet society, which is welded in moral and political unity and the ideas of proletarian internationalism, a feeling of national hostility pro- foundly alien to socialist ideology. For these provocative purposes they did not stop at shameless slander of Soviet people. It safeguards these rights care- fully and punishes severely, ir- respective of their personal “standing, those who allow arbi- trary acts. ¢ . ‘ The Communist party and So- viet government have always ex- pected, and are expecting, that the work of all our institutions, of the whole state machinery, should be under the vigilant control of ruling organs and of ‘the Whole Soviet society. Now when the Soviet people deeply feel and understand the meaning of the victory of social- ism in our country we must be particularly vigilant and particu- larly exacting as regards the ob- servance of Soviet socialist leg- ality. By boldly denouncing short- comings in the state machinery, including acts of arbitrary rule and lawlessness perpetrated by some workers of the state ad- ministration, by correcting these shortcomings in a résolute and drastic manner,. the Soviet gov- ernment openly and directly speaks about them to the people. This testifies to the great strength of the Soviet state, of the socialist regime. The source of this strength springs from the fact that our government is closely and indis- solubly hound to the people, that it relies on popular support for all its work, that°it pursues con- sistently and resolutely a policy which corresponds to the vital interests of the people. ‘The eountry of socialism, full of invincible might and creative forces, confidently marches . on the road to communism. That is why foreign reaction- ary forces cannot find in our country any measure of popular support in their attempts to con- duct seditidus undermining acti- vities against the Soviet state. But the Soviet people know that as long as the capitalist encirclement exists, attempts to send spies and diversionists into our midst will continue to be made. There will also be attempts to make use for anti-Soviet pur- poses of individual human splin- ters, conveyors of bourgeois ideology and degenerates. In the Constitution of the ~ USSR are written the rights of citizens of the Soviet socialist state. , Article 127 of the constitution guarantees Soviet citizens the inviolability of the person. No one will be allowed to vio- late’ Soviet laws. Every worker, every collective farmer, every member of the So- viet intelligentsia can work safe- ly and without fear in the know- ledge that his civie rights are reliably guarded under Soviet socialist legality. A citizen of the great Soviet state can rest assured that his rights, guaranteed by the Soviet constitution, will be sacredly observed and defended by the Soviet government. This is one of the most im- portant conditions of the further and closer rallying of the peoples of the USSR around their Soviet government, for the further con- solidation of our country’s power and of the steady growth of the Soviet Union’s international prestige. Viet Nam land reform Viet Nam Democratic Re- public is strengthening its position in the big areas freed from the French by pushing ahead with land reform. Plans for this year’s land re- form campaign were adopted recently ata joint session of the Standing Committee of the Viet Nam National Assembly and the National Committee of the Lien, Viet Front (the national front organisation). S Reports of the session, held at the end of February, which have just reached Canada, make it clear that with the carrying out of this program the liberated' areas will be _ strengthened against any French or American plans of reconquest and also that the Democratic Republic will be in a still stronger posi- tion to strike blows against the French. The joint session decided that in 1953 the mobilisation of.the peasants in the struggle against reactionary and feudal forces would be the main task. The policy of rent reduction would be fully enforced and the landlords would not only be re- quired to reduce rents but also ‘pay back excess rent and usury interest which they had charged in the past. Land belonging to French col- onialists and to traitors would be handed over permanently to poor and landless peasants in- stead of only provisionally as Hitherto. Communal lands are also to be - distributed among peasants and land belonging to absent land- owners will pass into national use. The new agrarian program was first put forward by the Lao- dong (Labor) party. It has sinee been endorsed by the People’s Army, the peasants’ organisations, the General Con- federation of Labor, the women’s and youth organizations, the Viet Nam Democratic party, the So- cialist party, and by Father Vu on behalf of the Catholics of Viet Nam.
