———— Communists proud of part Militant unity won in Chile _ The current issue of Informa- tion Bulletin (supplement to Communist Viewpoint), contains an important interview given by Luis Corvalan, general secretary of the Communist Party of Chile, to the CPSU paper Pravda. Speaking of the electoral win —the interview was prior to the Inauguration of President Al- lende—he pointed out: “Naturally, we do not forget that so far, nowhere in the world have the ruling exploiting class- €s surrendered their positions Without a struggle. That is why the Communist Party and the Other Popular Unity parties have appealed to the population to be on. guard. The United Trade Union Center has decided to call a general strike, with the work- €rs occupying the plants and factories in case the reactionary elements attempt to revise the Victory of the people’s candi- date. In other Words, we believe that instead of rushing to conclude that now, following the victory scored by the people of Chile, the path of elections has shaped into some Sort of a model which could be Mechanically copied by ali Latin merican countries, we should Conclude that the unity and mo- bilization of the people, the anti- Imperialist and anti-feudal, dem- Ocratic forces and primarily the Unity of the proletariat, unity of the working people, is the most valuable aspect of Chile’s experi- ence, “The unity of the people’s, anti-imperialist forces, cemented by the unity of the proletariat, and, in the case of Chile, mutual Understanding between the Com- Munists and Socialists—two par- ties enjoying the greatest influ- €nce among the working people —is the ‘basis for the advance- ment of the liberation struggle. ‘is is the basis that may, pos- Sibly, lead to the discovery of a Way to another election victory, ut also to other possibilities, to Other forms of struggle which Should correspond to the situa- tion in a country.” On the importance to Latin America of the victory-of the Popular Unity in Chile, he said: “The Popular Unity . victory Was met with true elation by the people on our continent. The People of free Cuba expressed their enthusiasm, and in Monte- Video, Caracas, Buenos Aires and Cordoba thousands of workers took to the streets to express their jubilation over our victory. We have also learned that mil- lions of Latin Americans closely followed radio and TV broad- Casts on the night of the elec- tions, waiting to hear the final Tesults. We have received tele- Srams of greeting, letters and President Allende messages from Communist par- ties and other democratic organ- izations on our continent and also from other parts of the world. “It has been said, and we be- lieve rightly so, that the victory of the Chilean people, the vic- tory won by Salvador Allende during the presidential elections, is the most significant event in Latin America during the past 25 years, second only to the vic- tory of the Cuban revolution. The people of Chile realize that their victory is a contribu- tion to the Latin American’s common liberation struggle, and they will do everything in their power to protect this victory in order not to disappoint the €x- pectations that fraternal nations place upon it. © Regarding the Chilean Com- munist Party’s role in the strug- gle for the people’s unity, he quoted Salvador Allende’s mes- sage of greetings: ‘I would like to take advantage of this oppor- tunity to convey once again my gratitude for the loyalty and dedication displayed by the en- tire Communist Party, from its leadership to local party organ- izations, in the struggle ‘for the victory of the Popular Unity.’ “As concerns us, Chilean Com- munists,” Luis Corvalan stated, “I can say only that over a per- iod of scores of years we havc zealously and with determina- tion worked for a united front, for the unity of the.workers and all the people’s forces. This struggle has been waged for more than 30 years and we have had many successes and also setbacks. Naturally, in this struggle we have gained much experience, making it possible successfully to implement a pol- icy of unity of the national, for- ces, drafted by our Party. This was not an easy struggle. In order to unite the people’s demo- cratic forces, it was necessiry to overcome many obstacles, a great deal of resistance, to fight obvious and, often, concealed enemies, to engage in polemics with the incorrect stands taken by certain sincere elements. “In conclusion I should like to point out that the victory of the Chilean people does not belong to the Communists alone, it 1s also the victory of other national forces, of all the Popular Unity parties. Some did more, olhers less. This is only to be expected. Some took part in the common struggle from the very inception of the movement, others joined at a later period, deciding to take our common path, forget- ting ‘differences and discarding sectarian views. They helped in one way or.another to strengthen the unity which made our com- mon victory possible.” Sad statistic A recent West German opin- ion poll on what people should be prosecuted for yielded some curious results. Canadians, faced with the War Measures Act and its twin repressive legislation now being pushed through Parliament, will do well to ponder the following news story from Anti- Apartheid News in London: Five Namibian freedom fighters were sentenced to life im- prisonment by a South African court on August 22. A sixth man was jailed for 18 years. The six had been found guilty of conspiring to overthrow the South West African administration by force, and replace it with a government led by the South West Africa People’s Organiza- tion (SWAPO). The indictment against the accused contained allegations of arson and robbery, charged that they had established camps in South West Africa and alleged that the accused had received training in foreign countries, including Egypt, Tanzania and Russia. The prosecution handed into court a directive issued by the Namibia Liberation Army, and signed by Sam Nujoma, Presi- dent of SWAPO. It called upon guerrillas to attack key installa- tions, including the military camp at Walvis Bay, and police stations elsewhere. But it prohibited freedom fighters from at- tacking civilians, particularly women, children and the aged. One of those convicted, Jonas Shishileni, had been arrested in March 1966—more than four years before he was brought to trial. In addition, the law under which he was found. guilty (the Terrorism Act) was only brought into effect 15 months after his arrest. One of the particularly vicious features of this piece of legislation is that it creates an offense for which the death sen- tence may be imposed, for acts which were not crimes before the law was passed.
