The lowest bia is from PBK Engineering Ltd. at a cost of $327,964.00 for the road. bridge and toll facility work. PBK Engineering would enlist the services of ECL Envirowest Consultants Ltd. for environmental work, Thurber Engineering Ltd. for geotechnical work, Ward Consulting Ltd. for traffic analysis, Northwest Hydraulics for hydraulic work, Shaflik Engineering for electrical work and Tudor Engineering (from Seattle) for the toll facilities work. PBK is a major Canadian based engineering company which recently completed the No. 2 Road bridge in Richmond and received an environmental award from FREMP for this work. It is recommended that the Engineering Services Contract for the Lougheed Highway Connector be awarded to PBK Engineering Ltd. based on a tender total cost of $327,964.00. It is further recommended that PBK be authorized to proceed with PART 1: Preliminary Engineering Report for the road and bridge design plus PART I of the bridge toll facility study «it a cost of $111,112.00 at this time.
