Vyse Junior Planner RE: 1860, 1864 and 1850 Harbour Street Rezoning Appiication (File No. 38/88) RECOMMENDATION: That City Council direct the Clerk's Office to prepare a bylaw rezoning Lots 3 and 4, District Lot 232, Plan 6269 and Lot 1, Pian 6358, NWD from RS-1 to RM-3. COMMENTS: This application is to rezone three large residential lots on the south side of Harbour Street from RS-1 (Large Lot Residential) to RM-3 ( Townhouse Apartment). The proposed development is for 14 units to be constructed on Lots 3 and 4 and 7 units to be constructed on Lot 1. The lots are sloped toward the Mary Hill Bypass and the proposed development is designed to take advantage of the viewscape. The Official Community Plan designates this area as future apartment and this proposai would fit the designation. in reviewing the proposal, the Planning Department placed emphasis on protecting view from properties along the north side of Harbour. Improvements made to the proposed development to accommodate these concerns include on Lots 3 and 4 dividing the units fronting on Harbour into 3 unit and 2 unit clu ters with the entrance driveway between them. This permits *the properties to the north to retain the view. The proposed development has the second row of units positioned on an angle and the units along the Mary Hill Bypass are 2-!evel.
