SUBJECT: Rezoning Application 10/84 1477 Lougheed Highway RECOMMENDATION: That City Council direct the Clerks Office to prepare a bylaw rezoning Lot B of Lot |, Block 6, Section 6, Range !, NWLD, Ptan 58439 from A=! to RS-jA and P=-2 To permit development of a church along Lougheed Highway and a residential Subdivision to its north as shown on the attached Map. BACKGROUND: A proposal! for this Property was previously submitted and was given third reading. That application was to subdivide the property into a number of duplex lots and construct a residential complex similar te Twin Cedars. The application did not proceed to a fourth reading as the appticant did not pay the development cost charges, COMMENTS: 1.. As noted in the Background section of this report, there has bee @ previous residentia! development Proposed for this property, that received approval (third reading). Based on that previous appreova! tn principle and residential designation in the draft Community Pian, the Planning Department and Engineering Department have prepared a series of development criteria for the property. The development criteria are: - safe access point onto Coast Meridian Road as far north from Lougheed Highway as possible. - storm water retention pond on site, - noise buffer to Stop sound from entering the residential part of ‘the property. Layout of the Proposal has been designed to meet the City's development criteria, by placing the church along Lougheed Hignway and providing an area for collecting storm water on a section of the lot.
