Moved by Alderman Traboulay: Seconded by Alderman Ranger: That Council approve in principle the proposed Kinsmen Community Building Carried. Alderman Mabbett voted against the resolution. Prior to the question being called on the foregoing resolution Alderman Mabbett stated in his opinion the proposal should be referred to the Community Development Committee for further study and that a report be prepared and brought back to Council in two weeks. Lost for want of a seconder. Mr. K.L. Jeary, 2126 Lincoln Avenue, made a presentation to Council requesting that the Early Bird Swim and the Aqua Fit Swim times be reinstated. Mr. Jeary stated these times 7:00 to 8:15 a.m. and 9:30 to 10:30 p.m. are the only times some of the working people are able to use the pool for their keep fit programs. He stated the people use the pool for exercise, some of the people have medical problems and are unable to do other forms of exercise. Mr. Jeary stated in his opinion there are other ways to collect money for these programs which would make it possible for them to continue. e.g. a flat rate per month, $1.00 per swim without flat rate, have a monthly pass or badge. Alderman Mabbett then pointed out the problems Council has with the 3% budget restriction by the Provincial government. He stated the Leisure Activities Committee and the Public Worke Committee have the only areas which can be cut back. Alderman Mabbett stated the average taxpayer pays $440.00 to the City, pecple who use the pool are subsidized $90.00 to $100.00. Discussion ensued. Alderman Wright spoke in favour of the Early Bird Swim and the Aqua Fit Swim Programs. Alderman Traboulay stated Council decided they weuld have to cut costs to keep within the 5% restriction imposed by the Provincial government and the cutback in these swim programs is only the beginning.
