The Planning Officer outlined the proposal and described the Pian of the development. Alderman Traboulay suggested that, according to the developer, the units should be available on the market at A.H.O.P. rates although they will not qualify for the A.H.O.P. Grant to the City due to the size of the units. From the Planning and Zoning Committee, July 8th, 1976 with respect to the proposed Shopping Centre development at the south/east corner of Prairie and Coast Meridian (R#9/76) and recommending approval of the application. Also attached for Council's consideration was a summary of the Public Information Meeting held June 23rd, 1976 and comments from Alderman Mabbett on the application. Moved by Alderman Laking: Seconded by Alderman Traboulay: That as recommended by the Planning and Zoning Committee in its report of July 8th, 1976 rezoning Application R#9/76 to rezone Lot 394, SW 4s, Plan 44683 from RM-1 (Low Density Apartment Residential) to C+2 (Neighbourhood Commercial), be approved. arried. Alderman Mabbett voted against the resolution. During discussion of the foregoing resolution, the concerns expressed by Alderman Mabbett in his report to Council, were reviewed, namely 1. the original northside centre has been allowed to deteriorate. 2, the large commercial building on the south side of Prairie has had problems with occupancy. 3. the large G.V.R.D. Housing Dvelopment would abut this development, — not the best situation. 4. over-expansion in this area would be another problem with getting our proposed Town Centre development moving. 5. it has been this Council's policy to do everything possible to enlarge the Downtown core; this will not help that situation. 6. we do not want to create another bunch of vacant buildings. Alderman Traboulay did express concern over possible traffic problems in the area and when advised by the City Engineer that a full scale study had been carried out by the City's Traffic Consultant prior to the GVRD development approval, requested that a copy of same be made available to him. The Planning Officer reviewed the sketch of the development in relation to the GVHC complex and further advised that a letter had been
