The benefit of a pilot project would be te allow the Municipality to benefit from accrued experience, beth its own anc that of other Lower Mainland municipalities. Realistic diversion rates can be determined and program costs more accurately projected. The Municipality would be well placed to undertake a full scale multi-material recycling program when higher tipping fees make such a program very attractive. UNDERTAKE A FULL SCALE MULTI-MATERIAL PROGRAM: This option presents both the highest benefits and costs. The benefits lie in reaping the social benefits of recycling, being seen to provide leadership, as well as being well placed to reap future financial benefits. The costs lie primarily in the area of the risk associated with undertaking a new program hased on imperfect knowledge and uncertain market forces. The Provincial government has published a discussion paper on The Provincial Role in Municipal Solid Waste Management. A Task Force has also been struck to solicit public reaction to this discussion paper. The Task Force wiil be holding a public hearing in Coquitlam on November 3rd, this year. The Province’s discussion paper makes a number of proposals. Following is a list of those that will impact on recycling of residential waste: Le The Province will provide Municipal Recycling Assistance Grants to be used for: Solid Waste Planning; a start-up grant to purchase household containers and an initial promotional and educational campaign. The Province would provide up to $20,000 for the GVRD recycling hot line. , The Province would fund a variety of research aimed at improving understanding of true costs and benefits of waste management and recycling. The Province would establish a Recycling Section within the Ministry of the Environment. The Province would establish a procurement policy which gave preference to produces containing recycled produces; though no price preference would be given. 30
