December 17, 1993 Jeff Yip, P.Eng. _ City of Port Coquitlam -2- The design of this structure was completed in 1990 and since that time a number of - changes have occurred in the project area. These changes include: Partial infilling of the East Slough, reducing the storage potential for this water course. Potential realignment of the dyke increasing the catchment area flowing to the pump station. Possible relocation of the structure to a downstream crossing of the East Slough, once again changing the storage available within the East Slough. . Increased control requirements from City Operations personnel. f..-C- Added requirements from environmental authorities to install "fish friendly", pumps. The introduction of the Lougheed Highway Connector within the project area. ° All of these factors have combined to such an extent that the current designs are no longer applicable. The City therefore has requested us to review this project, develop an outline scope of work ard prepare a fee estimate for the required design work. . In order to successfully complete this assignment, we believe it will be necessary for Associated Engineering to complete the following tasks: v 1.0 PRELIMINARY DESIGN 1 Initial Meeting Associated Eugineering personnel would meet with City staff to review the scope of the work and confirm budget and schedue.' At this meeting all background information would be obtained from the City.. This information would include the current development plans and zoning plans for the catchment draiuuing to the East Slough. The area . of concern would include the section of Mary Hill which drains to the : open channel along the north side of. Coquitlam Indian Band lands: I.R.2. This area which previously excluded from the study as the- drainage remained outside of the dyke. ASSOCIATED ENGINEERING
