June 2nd, 1975 Alderman Laking stated he felt there was excellent participation in the May Day parade; however, he had noted the size of the crowd at the grounds was down on Saturday, and even further down on Sunday. Aiderman Ranger commented that a few weekends ago there was sewage back-up at two homes on Atkins Avenue, and inquired whether there would be any liability on the City's part. Acting-Mayor Alderman Traboulay advised that the parties will be meeting with the City Administrator at 3:45 p.m. tomorrow and invited any members of Council to attend if they so wished. Alderman Ranger referred to the fact that the City's By-law allows fences to be built to a height of 8' at the rear of properties, and inquired as to Council’s views with respect thereto. Alderman Laking commented that a 6' fence does not really provide adequate privacy for residences with ground-level basements. Alderman Mabbett stated the maximum height of 8' was acceptable to him; however, he was concerned at the type of fencing that is constructed and the manner in which fencing is maintained. Acting-Mayor Alderman Traboulay suggested that the Planning & Zoning Committee review the matter along with the Building Inspector and submit a recommendation to Council thereon. Alderman Laking commented that neighbours living on the opposite side of an 8' fence may feel they are looking at a very blank wall, and while planting shrubs alongside may improve the appearance, they may not want to spend their money in that way. Alderman Ranger stated he had received his tax notice and noted the increase thereon over last year; however, he pointed out that one of the reasons for taxes increasing is that the recreation complexes were built in anticipation of more growth in the City which has not yet taken place, and thus there are fewer people to share the tax burden at the present time. Alderman Ranger then queried whether the proposed North Side Fire Hall was a necessity at this time, and stated he would like the Building and Protection Committee to review the matter. Acting- Mayor Alderman Traboulay queried whether Alderman Ranger's comments were based on the wrong premise that because some rezonings were turned down the Council is not in favour of growth, and he pointed out that the whole idea of the growth policy is a matter of regulation of growth, which is a slowing down of pace in order to get caught up with some services.
