; i 3 i i & v iv Mayor and Council December 3, 1973 federated library system, however, we would gain the advantage of participating in functions and services provided by the larger libraries in the system on a shared basis. The exact structure of the federated system is still under study and we will no doubt hear more on this during 1974, including information on grants which will be available to municipalities participating in the system. At the present time there is not much incentive for tre Friends of the Library organization to flourish. Although Council is probably aware of their existence the group has never approached Council for official. recognition. They have taken the step of incorporating as a society to provide continuity and also in view of the fact that they carry on fund raising activities to finance their organization. As the Council library representative I would encourage Council to lend some support to this organization as I feel that they are providing a useful service and their rele will be more important in the future under the proposed federated G.V.R.D. systen. The Friends of the Library Association will no doubt produce interested individuals who may act on the Board of Management of the library. If we form our own library as part of the Regional District the Board of Management would consist of one member of Council and from four to ten members appointed by Council at Large who are residents or electors in the municipality and who are not members of Council or employed by the municipality. If we combine with ‘Port Moody and Coquitlam there would no doubt be similar representation but on a smaller scale. It would therefore be to the City's advantage te encourage a local group so that people are available in the future to take part in library management. Financial involvement with the local Friends of the Library would be minimal. The group is capable and has raised funds through the sale of books and will be for the most part self supporting. At the present time the group must cover their incorporation expenses amounting to approximately $200. A budget of $500. would assist the group in covering their incorporation costs and provide some publicity in order to attract new members and make their work known. I would recommend: 1. That the City Council officially recognize the organization known as the "“FEriends of the Port Coquitlam Public Library". 2. That the City assist in paying expenses of the organization in getting more firmly established in the community and set aside an amount of $500. in the provisional budget.
