This By-law is an attempt to reflect the general discussion of your Council and the District's Council. The District Council has given three readings to the By-law and now seeks the consent of your Council in relation to it. Indeed, the District Council would see a reciprocal by-law passed by the City Council. There are several sections which I should like to discuss with your City Solicitor, and in particular I would direct his attention to Sections 4, 5, and 8. I have some reservations about the legal effect of Section 8, but I understand that this was a request from your Council and I should be pleased to hear either the views of your Council or those of your solicitor.
