Blackmore, that a 5! strip of Flint Street and a 5! strip of Manning Avenue adjacent to the Flint-Manning Apartment would be conveyed to him in order to bring the project into conformity with the City's Zoning By-law. At the time this agreement was reached the building had stood 2 an unfinished state for @ period of some months and the Council were anxious to get construction underway in order that it vould be completed. In return for the 5° strip of property Mr. Blackmore agreed to bear all costs involved and to undertake certain works on public Froperty, such as the construction of side~- walks, curbs, ete, : _ . -_— A great many legal complications had. ‘arisen at that time and Mr. Blacknore has since’ ‘sold the. property and other circumstances have changed so that the conditions under which the 1970 Council authorized submission of the necessary Petition to the Lieutenant-Governor in Council are no longer appropriate and it will be necessary for the original resolution to be rescinded and a new resolution to be passed.
