RE: Access to apartment at Shaughnessy and Hawthorne

As requested by Council, the Committee has again reviewed
the question of access to the apartment at Shaughnessy and
Hawthorne and confirms its recommendations, made twice previously,
that access to the apartment be taken off the lane which runs
parallel to Shaughnessy Street.

In making this recommendation the Committee is attempting
to provide the best alternative for traffic circulation and
safety, keeping in mind that some day the whole area may consist
of apartment blocks and a new street west of Shaughnessy Street
may join up the ends of the existing avenues. Also to be con-
sidered is the fact that the lane is required in any case in order
te service the apartment block and to provide a place for garbage
pickup.

The Committee therefore recommends that Council require
access to the apartment block to be taken off the lane as a
requirement for rezoning of the site.

Re: NO LEFT TURN sign - Shaughnessy at Elgin

Council is aware of the congestion caused in the underpass
and on Shaughnessy Street by vehicles making left turns onto
Elgin from Shaughnessy during the peak hours. At the present
time the by-law restricts left turns at this location between
