new constitution of our national
union. As per the instructions of
the constitution, the changes
are being published for your
information. Read it, it’s your
union and it’s your constitution.

STANDING
BOUNDARIES
COMMITTEE

WHEREAS: Many local union boundaries that are
presently in effect were established
according to travel and convenience,
and

WHEREAS: Our newly formed National Union with
vast amounts of new territory, pres-
ents possible mergers in the future,
and

WHEREAS: In order that an effective and efficient
organization be maintained for the
membership, and

WHEREAS: Constitutional authority should be
established in the Constitution for
interim or on-going revisions to local
boundaries, and

WHEREAS: Article I, Section 5 now reads:

“The policy of this Union shall be at
all times to maintain, advance and
support the industrial method of orga-
nization. Subordinate bodies shall be
chartered and developed on an indus-
trial basis with due consideration to
the geographic, economic, administra-
tive and contractual aspects of our.
Union.

No new Charter shall be issued

within the jurisdiction of the Local
Unions already existing, without first

consulting and receiving approval of

the Locals under whose jurisdiction

such a Charter is requested”, now
THEREFORE BE IT RESOLVED:

That Article I, Section 5 be amended

to read as follows:

“The policy of this Union shall be at
all times to maintain, advance and
support the industrial method of orga-
nization. Subordinate bodies shall be
chartered and developed on an indus-
trial basis with due consideration to
the geographic, economic, administra-
tive and contractual aspects of our
Union.

A standing Boundaries Committee
shall be established consisting of three
(3) National Executive Board mem-
bers and one National Officer. This
committee shall be appointed by the
National President subject to ratifica-
tion by the National Executive Board.

This committee shall hold hearings
when and were deemed advisable and
then report their findings and recom-
mendations to the National Executive
Board.

Upon acceptance and approval of
the Boundaries Committee report the
National Executive Board shall con-
duct a ballot of the membership
affected.

Each individual affected local must
have a majority acceptance vote before
the proposed boundary changes are
implemented.”

Subject _ MEMBERSHIP

WHEREAS: Most Local Union and sublocal meet-
ings are not adequately attended, and

WHEREAS: Some members only attend meetings
when delegates are being elected in
order to run as a delegate, now

THEREFORE BE IT RESOLVED:
That Article XI Section 2 of the In-
ternational Constitution which now
reads:

“Section 2: Any member in good
standing in the International Union
shall be eligible to hold office in the
International Union, provided the
member has been in good standing for
a period of not less than twelve (12)
consecutive months immediately pre-
ceding the month in which nomina-
tions are taken. No person shall be
eligible to stand for office who has been
found guilty of misappropriating
funds. Any member in good standing
in the International Union shall be
eligible to stand as a delegate.”,

be amended by striking the word
“International” and adding the word
“National” and adding the words “how-
ever, Local Unions holding regular
monthly meetings may insert in their
by-laws a section requiring that in
order to stand as a delegate a member
must have attended a minimum of
three (3) Local Union or sublocal meet-
ings in a six (6) month period immedi-
ately preceding the meeting in which
the election of delegates takes place.”

Article XI Section 2 of the Interna-
tional Constitution would now read in
the National Constitution.

“Any member in good standing in
the National Union shall be eligible to

hold office in the National Union, pro-
vided the member has been in good

standing for a period of not less than
twelve (12) consecutive months imme-
diately preceding the month in which
nominations are taken. No person shall
be eligible to stand for office who has

SUBSTITUTE RESOLUTION

Subject MANDATORY
RETIREMENT

WHEREAS: Article VI, Section 13 reads:

“Nominations for National Officers,
and Trustees shall be made from the
floor of the National Convention by
accredited delegates only.

No member shall be nominated or
appointed to serve as an Officer of the
National Union or Local Unions who is
seventy (70) years of age or over as of
the date of nomination or appoint-
ment. All National and Local Union
elected or salaried representatives shall
retire on the first of the month follow-
ing his/her seventieth (70th) birthday.

Official Convention delegates shall
be eligible for nomination for National
Officers and Trustees providing they
have been in good standing for a period
of not less than twelve (12) consecutive
months immediately preceding the
month of the Convention.

Any member of IWA-CANADA who
has been in good standing for a period

of not less than twelve (12) consecutive
months immediately preceding the
month of the Convention, who is not
an accredited delegate to the National
Convention, is eligible for nomination
from the floor of the Convention for
National Officer or Trustee provided
the nominee is present at the time of
nomination or notifies the National
Secretary-Treasurer by registered mail
not less than twenty (20) days prior to
the opening of the National Conven-
tion of his/her intent to accept nomina-
tion for Office and his/her Local Union
certifies to the National Secretary-
Treasurer by registered mail not less
than ten (10) days prior to the conven-
ing of the National Convention as to
his/her standing in the Local Union.

When more than two (2) nominees
are nominated to one (1) office, the
Convention shall ballot on the nomin-
ees, eliminating at each ballot the one
(1) receiving the least vote. No dele-
gate will be allowed to vote for more
than one (1) candidate for each office
on each ballot. Balloting shall be by
secret ballot and shall continue until
two (2) names remain. These two (2)
names shall be submitted to the mem-
bership affected by referendum.

Write-ins shall not be permitted on
referendum ballots for any election of
Officers in IWA-CANADA.”

NOW THEREFORE BE IT RESOLVED:
