: FROM PAGE EIGHT The Regional Secretary-Treasurer shall receive and receipt for all monies due the Union, pay all bills and current expenses and shall keep copies of all important correspondence sent out and received by his office. The Regional Secretary-Treasurer shall submit to each Executive Board meeting a monthly statement of the financial operations of the Regional Council. The Regional Secretary-Treasurer shall record or cause to be recorded the proceedings of all Regional Officers’ Meetings, Regional Executive Board Meet- ings, Regional Conferences and Regional Conventions. The Regional Secretary-Treasurer may, with the consent of the Regional Executive Board, employ such assistants as may be necessary to conduct the affairs of his office. All Regional Officers and others entrusted with the finances of the Regional Council must be bonded in accordance with the provisions of Article XIX, Section (4), of the International Constitution. Chartered Accountants shall be engaged to conduct semi-annual audits of the financial records of the Regional Council for the periods ending in June and December each year, copies of which shall be submitted by the Regional Secretary-Treasurer to the Regional Executive Board, Regional Convention and Local Unions. REGIONAL TRUSTEES It shall be the duty of the Regional Trustees to examine all financial records quarterly, and to see that the title to all real estate, assets, property and equipment is properly and securely vested in the membership or officers responsible thereto. The Regional Council Trustees shall determine whether all receipts have been properly recorded and all expenditures authorized by the Regional Constitution, Regional Convention, or Regional Executive Board. The Regional Council Trustees shall report to the Regional Executive Board and may make recommendations on any matters coming within their jurisdiction. INTERNATIONAL EXECUTIVE BOARD MEMBERS International Executive Board Members shall keep informed of conditions in their Region, and shall give all assistance possible to the Regional Director in effectuating International Policy in the Region. By changing the last paragraph of sub-section dealing with Regional Vice- Presidents to read: “The Regional 1st Vice-President and Regional 2nd Vice-President shall be full- time officers of the Regional Council.” ARTICLE Ill WOULD THEN READ: DUTIES OF OFFICERS REGIONAL DIRECTOR (a) The Regional Director shall be a full-time officer devoting his time to the affairs of the Union and exercising general supervision over all functions of the Union within the Regional Council. All activities of the Regional Director shall be Subject to the approval of the Regional Executive Board. (b) The Regional Director as an Associate Officer of the International Union and International Executive Board Member shall be responsible for administering In- ternational Policy in the Regional Council. (¢) The Regional Director shall hire and supervise all personnel working for the Region, subject to the approval of the Regional Executive Board. (d) The Regional Director shall be responsible for administering the Regional Constitution and executing the instructions of the Regional Convention in line with International Policy. (e) The Regional Director shall direct organization in his respective Region, subject to the provisions of Article XIX, Section 1 of the International Constitution. (f) The Regional Director shall preside over all Regional Conventions and meetings of the Regional Executive Board. REGIONAL VICE-PRESIDENTS In the event the office of Regional Director becomes vacant, the Regional 1st Vice-President shall automatically succeed to that office. The Regional 2nd Vice- President shall automatically succeed to the office of 1st Vice-President, if for any reason that office becomes vacant. The Regional 3rd Vice-President shall auto- matically succeed to the office of 2nd Vice-President if for any reason that office becomes vacant. In the event the Regional Director is unable to perform any of his designated duties, he shall designate the 1st Vice-President to carry out such duties. When the 1st Vice-President is unable to carry out such duties, the President will then desig- nate the 2nd Vice-President, and 3rd Vice-President respectively. The Regional 1st Vice-President and Regional 2nd Vice-President shall be full- time officers of the Regional Council. REGIONAL SECRETARY-TREASURER The Regional Secretary-Treasurer shall be a full-time officer, and shall have charge of and preserve all books, documents and effects of the Regional Council. If arrears were not paid, the employer could have taken civil action. No evidence was introduced at the trial to disprove the logger’s statement thathe fully intended to return to camp upon discharge from hospital. The hospital records disclose that he had a legitimate reason to leave camp at the time, it is claimed. It is consi- dered by his friends that he was convicted upon flimsy hearsay evidence, and that the whole case should be reviewed in another court. The accused served nearly one month of his jail sentence before Local 1-71 was able to have him freed on bail. When his case was heard by the B.C. Court of Appeal it was quashed on the grounds thatit was purely a civil matter and should have never been tried in a criminal court. FEDERATION SUPPORTING LOCAL 40 In a joint statement October 28, the B.C. Federation of Labour and the Hotel, Restau- rant, Bartenders and Culinary Workers’ Union, Local 40 announced that the two organizations will join together to defeat a raid by the Canadian Association of Indus- trial, Mechanical and Allied Workers Union against Local 40. The announcement was made following the unanimous endorsation of a resolution by the Federation’s Execu- tive Council calling on all Federation affiliates to stand behind Local 40 during the raid. “There is no doubt that Local 40.has some serious internal problems,” said Federation President Jim Kinnaird, “but the solution to those problems does not lie in the cannibal- izing of the province’s hotel workers by any organization. Local 40 has negotiated the best collective agreements in the hotel industry to be found anywhere in North America, and for any organization to take advantage of the internal problems of Local 40 is a disgrace. “I will be requesting all of the Federation affiliates to stand behind Local 40 to pre- vent the fragementation of the hotel workers that appears to be shaping up at this time. We need a united labour move- ment in these times not one which is con- sumed by internal fighting,” said Kinnaird. Local 40 trustee James Stamos agreed that Local 40 has some serious problems but said the union simply needs time to reorgan- ize itself. “We understand that a portion of the membership is unhappy, with the trus- teeship and the levels of service,” said Stamos, “and the union is now attempting to correct those problems as quickly as possible. We don’t like the trusteeship ourselves but we had no other altnerative in the case of Local 40. “What we need is time to correct the problems,” said Stamos, ‘and we can’t defend our jurisdiction and reorganize the local at the same time; it’s just impossible.” Lumber Worker/November, 1982/9
