As you can see from the two charts on the opposite page your Union’s raiding programme against the IWA has been a dismal failure. It is impossible for the IWA to know how much this programme has cost your Union but it must be in the hundreds of thou- sands of dollars. Now your National officers are going to spend more of your dues dollars raiding more IWA operations to the detriment of both organizations. In basic terms, the PPWC raiding programmes have been nothing more than a financially costly nuisance to the IWA. The tragedy, however, is that the money the IWA spent to protect its jurisdiction prevented the Union from organizing thousands of more workers. One question that continually crops up is, why when there are so many unorganized workers do your National officers continue these raiding pro- grammes? After all, one of the basic principles and goals of the labour movement is to organize the unorganized.
