Congress Readies Plans

Week of February 24-28 drew Executive Members of the
National Council of the Canadian Labour Congress from all
sections of Canada to transact important business in preparation
for the National Convention to be held in Winnipeg in April.

In addition to meetings of the Council, and the conference
with Federal Government Ministers, meetings were held of the

District President Joe Morris was in attendance and was
delegated to deal with B.C. Federation of Labour interests as
well as those of the District Council IWA.

Report From Victoria

When the session began last
Thursday afternoon Robert Stra-
chan, Leader of the Opposition,
rose in his place and announced
that a person who had sat in the
Legislature for twenty-two years
was a guest on the floor of the
House.

He was referring to Harold
Winch, M:P., who, as Mr. Strachan
said, was sitting in the House for
the first time unable to say a word.
Visitors, of course are unable to
interfere with the progress of
debate.

Premier Happy

The Premier seemed to be in a
particularly good mood on that
day, because he also rose and said
how happy he was to see Mr.
Winch. He referred to the time
when both Mr. Bennett and Mr.
Winch had been féllow Members.
As Mr. Bennett said, he had usu-
ally been on the opposite side of
the House to Mr. Winch but for
a short time he was on the same
side of the House as Mr. Winch.

Mr. Bennett was referring to
the time when he walked across
the floor of the House in 1951. The
Premier concluded by .saying that
Narold Winch was a citizen- of
whom British Columbia can be
proud, 4

Educational Costs

For a number of reasons edu-
cational costs have been much dis-
cussed this year. It is hy opinion
that there must be more help for

~ students who “live in rural areas.

The whole of Mackenzie lies out-
side of the big metropolitan areas
in British Columbia, and con-
sequently it costs much’ more for a
student to attend the university.

Parents with teen-age boys or
girls attending university in Van-
couver will know quite well the
expenses to which I am_ re-
ferring. This added cost for rural
students is reflected in the lower
reentage of students who at-
tend U.B.C. from outlying areas.

Student Costs

Recent figures released by the
Dominion Bureau of Statistics
state that the average student
spends $1200 in fees, books“and
maintenance charges while he or
she is attending university. Male
students are able to help out by’
working during the summer
months, although, during periods
of recession these jobs’ are not so
easy to find, and neither is the pay
so adequate. With the girls who
attend university, summer employ-
ment is much harder to find.

It is true that educational costs
have been climbing, in fact they
will continue to clintb; but it is
quite likely that a comparison of
educational costs to the national
income of Canada is possibly about
the same, Though the total amount
of money that the provincial
government is giving to the Uni-
versity of British Columbia has
increased, in percentage terms the
proportion of the budget which
has been allocated to higher learn-
ing has actually decreased. At pre-
sent dess than 1.5% of the B.C.
budget is allocated to the uni-
versity of British Columbia.

More Funds Needed

Not only must we provide more
funds to the univeristy itself, but
there must be direct assistance to
individual students who come from
average homes in outlying parts of

British Columbia.

Auxiliary Shows 50% Growth

An increase in membership of nearly 50% during 1957,
achieved through a sustained drive by the members, was the

highlight of the Annual Report

of Local 1-217, IWA, Vancouver, at their annual meeting.

Following is the report listing
the various activities of the Auxi-
liary for the year:

“Our Auxiliary has had a very
successful year, both from the fi-
nancial standpoint and from the
standpoint of increased member-
ship and worthwhile activities,

Our biggest problem at the be-
ginning of -1957 was the lack of
sufficient members to carry on our
work in the most efficient manner.

have been visited since April. In
December we wrapped special
Christmas packages, 76 in all, as
a special treat for our Brothers in
hospital. A hospital convener has
been appointed so that we may
maintain the most efficient pro-
gram of visits possible.

We have continued our affili
tion with the Vancouver Council
of -Wonien, since we feel that this
affiliation gives us a broader view
of the work of women’s organiza-
tions in Vancouver. Last February
we sent two delegates to the An-
nual Convention of this organiza-
tion. We made a small donation
to the fund for the entertainment
of the delegates from foreign lands
at the Triennial Meeting of the
International Council of Women
which was held in Montreal in

June.

In December, we held our sec-
ond Christmas party for auxiliary
members- and their husbands at
the Coconut Grove Cabaret. This
event was inuch enjoyed by all
who.attended.  -

Christmas Party

The climax of a busy year was
the ninth Annual Christmas Party
in the Georgia Auditorium on De-
cember 22, The auditorium- was
crowded with Local members and
their families, and a stage show
was presented for their entertain-
ment. Afterwards, Auxiliary mem-
bers presented a gift to each child
present.”

buted pamphlets to all the ladies
who attended, urging them to join
our organization.

In September we asked each
member to try to bring a friend to
our monthly social, and we have
voted to give a small prize to the
Sister who brings in the most new
members during the year. A re-
porter has been elected to send a
monthly report to “The Barker”,
which is the newspaper put out by
Local 1-217. :

In this way, we hope to’ bring
the work of the Auxiliary to the
attention of Local members and
their wives. A notice of our meet-
ings is sent to the Vancouver daily
newspapers also, As a result of
these efforts we are very pleased
to report that our membership
has increased by almost 50% over
the year.

+ Hospital Visiting

As a result of our increased
membership, we were able to com-
mence hospital visiting again in
April. Our visits are now on a
twice-monthly basis, and we dis-
