"They Warrant The

-__ At. the Second Convention of the B.C. Federation of
* Labour held in Vancouver, October 24-27, 1957, approval
was given the following statement:
_ “That this Second Convention of the B.C. Federation
of Labour declare that the CCF warrants the support of
the workers of British Columbia, as the best means of
presently obtaining their Legislative aims”.

In accordance with the intent of this declaration, the
B.C. Lumber Worker publishes hereunder a complete list

Secretary Mitchell on the same
radio program are, quoted in part.
Labour Deserves Better

At this tite, while an<election,
Program is in progress, I believe

i|that .greater attention should be

given the legislative aims of organ-
ized labour. Ido not intend to dis- |
cuss the relative merits of the
policies advocated by-the contend-
ing, parties. I merely wish to point

unions represent the bulk of the
population; that Jabour has care-

gram; and that too little is heard
of the intentions of the competing
parties on those matters most di-~
rectly affecting industrial workers.
I will adhere strictly to the re-
corded decisions of our Union, as
they are embodied in the records
of which Iam the custodian. ~

Look At The Record

I suggest to my listeners that
if they agree with organized la-
bour’s legislative aims, that they
should’ examine the records of the
‘political parties. I ask them’ to
remeniber that’ votes recorded if
Parliament are “a more genuine
indication of a ‘political party's

any promises made during an elec-
tion campaign.

Look At Their Finances

I suggest ‘they examine
sources. of financial support for
campaigns, for as we’ have often
been reminded, those who pay the
party’s campaign funds, write the
party’s policy. Most important of
all, I suggest that any considera-
tion of campaign issues should be
tested in our minds before we vote
by the best possible democratic
test, and that is: What will result
in the greatest good to the greatest
number ?-

Discuss Unemployment!

The records of the trade union
movement and our union will
show that one question of para-
mount interest at the present time
is unemployment. This matter is
worrying not only the man out of
work, but the man, who now feels
no security in his employment. We
are not so much concerned about
fixing the blame for the present
emergent situation. We are vastly
more concerned about getting im-
mediate remedial action,

Trade unions must now make it
their. business to keep the facts
before the public. We must do so
because so many people are led
astray by false statements. ~

Correction _

It is said that the situation is not
scrious. Actually, as the records
show, it is the most serious. wave
of unemployment that we have
experienced since .before World

#|War II. It is steadily growing

more serious. There are such a
large number of people out of
work that our retail business is, as
we say, “taking a real beating”.
One in eight are now without
steady work.

Correction

It is said that the situation is
purely temporary. As we pointed
out to the Provincial Legislature
last week, unemployment has
shown a steady and menacing in-
crease since 1948. Unless its tempo
is now arrested, we will be spe
ing of a still greater calamity in
the winter of 1958-59. It is now
assuming chronic féatures.

~ Correction
Many claim that there is no
occasion to worry because those
who are.out of work receive un-
employment insurance. The fact is
that the unemployment insurance
benefits, when received, represent
nothing more than mere subsis-
tence. These are of value only in
keeping body and soul together,

| Remember, that every man
placed on unemployment  insur-
‘ance usually represents a home
faced’ with the danger ‘of serious
retrenchhent in provision for the
children’s education, home owner-
ship, health services, and cultural
opportunity. It puts the brakes on
all forms of progress in the homes
so affected. By so doing, it also
serves to make every other em-
ployed worker’s job just that much

reduces sales and forces cut-backs
in production,

__Correction

The worst statement of all is
that some unemployment is in-
evitable under: present “conditions.
Tsay that if any political party is”
unwilling to plan in terms of full
employment, that party is bank-
[rupt in ideas, or is completely in
the power of unscrupulous mono-
polists. Usually, back of this claim,
one will ‘find employers who re-
gard unemployment as an oppor-
tunity,to bid a lower price for our
labour.

Sincé labour is still bought and
sold as a commodity, with, the
exception” only of the restraints
imposed by the trade unions, a
surplus of employable workers is
regarded by some employers as a
reason for depressing the cost of
labour.

Who Suffers?

Through all these discussions of

economic points, I insist that we

must not overlook considerations

of human welfare. When a work-

ver's home is reduced to the level

of subsistence income, he and his

family are made the victims of a

degrading poverty, which impairs

health and morale, and deprives

them of the opportunity to make

their full contribution to commu-

nity progress. As their circum-
stances are endangered in this re-

spect, these circumstances in turn

endanger the standards for the

whole community. Any. wilful ne-.
glect of their welfare is equivalent

to turning our backs on all ac-

cepted ethics of civilized commu-

nities.

For all these reasons, the trade
unions demand a more genuil
concern on the part of our politi- ~~
cal leaders for all that is happen-
ing below the surface of this un-
