High Loan Rates Under Question OTTAWA (CPA)—An official of a small loan company that charged 80% annual interest on a loan is to be called before a committee of the House of Commons to explain the need for the excessive rate. The company that is said to have levied the 80% interest, Merchants Finance Co. of Toronto, is one of three small loan companies which charge more than 2% interest per month on loans exceeding $500. The others are Century Credit and Fairway Finance. The revelation of the steep in- terest rate came during testi- mony before the Commons’ Banking and Commerce Commit- tee by K. R. MacGregor, federal superintendent of insurance. He said that Merchants Finance charges up to 3 percent a month on some loans and as high as 5 percent on some re- financed loans. be nde Figures placed before members of the committee showed that in 1955 Merchants Finance made net profit after taxes in excess of its paid up capital. The company has paid up capital of only $38,100 yet made a net profit of $41,651 last year. Its paid capital, re- serves and accumulated profits totalled $187,520 at the end of 1955. Small Loans Act The committee is studying leg- islation which will bring all loans up to $1,500 within the provisions of the Small Loans Act. A sliding scale of interest rates ranging from 2 percent on loans under $300 down to %4 percent on loans between $1,000 and $1,500 is be- ing studied by the committee. A small group of Liberal and Conservative members have com- bined during committee sessions to slow down the work of the group to such an extent that it is now doubtful whether the legisla- tion can be approved at the pres- ent session of Parliament. Birth Rate Exceeds Immigration OTTAWA (CPA) — Despite the importance attached to im- migration as a means of in- creasing Canada’s population, the greatest proportion of Can- ada’s growth during the last 100 years has been through natural increase, the Dominion Bureau of Statistics has re- ported.
