None of these were accomplished until the need : for them had been demonstrated and Proven by private groups. Labor is still working to improve community life, to strengthen family life. ~ The Community Chest and Council and its 40 Red Feather Services, like Labor, are pioneering in the field of social welfare. On the staffs of the 40 Red Feather agencies are highly-trained people who are develop- ing new skills to aid in the strengthening of family life and in the care of disturbed and difficult children. And, too, city life is changing our pat- tern of living, and this change creatés new problems for children and young people. The work done by the Community Chest and Council and its 40 agencies is not charity. Direct social assistance has been accepted by Government as its responsi- bility.
