B.C. LUMBER WORKER Local 1-357 VACATION CHISELLING PROTESTED Company plans for annual vacations in the New West- minster area have been the subject of protest by officials of Local 1-357, IWA, and plant committees. The problem con- cerns mainly the employees en- titled to two weeks after five ears’ service. Objection has een taken to the plan which designates the week of July 2 as the second week of the vaca- tion and the week of July 9 as the first week. The Local Union is resolved that no one shall be cheated out of the statutory holiday on July 2. Relations of displaced persons now employed in New West- minster plants to the IWA is now causing concern to shop stewards and Union officers, When approached to join the IWA, they express a reluctance, which gives rise to the suspicion that they have not been encour- aged to join a union. The matter is now under investigation. Maintain Membership A further warning is issued by the Local Union to members who transfer from one operation to another that they should comply with the requirements of the IWA Constitution. They are un- der an. obligation to notify the Local Union office of any such transfer. In some instances delinquent members have signed up as new members following transfer. This is inevitably disclosed in the IWA records system, and places upon the officers the painful duty of acting to recover arrears of dues, through the check-off. Much embarrassment could be saved for all concerned by compliance with the Union’s regulations. . The organizational drive con- ducted by the Local Union’s Business Agents has proved so successful that it has attracted another woodworking plant, for- merly certified by the B.C. Woodworkers Union. Application has been made by the employees for certification through the IWA. This will be fully consider- ed by the Executive Board to make certain that no jurisdic- tional conflict arises with an affiliated CCL Union. Arthritis Drive Plans are well advanced for the drive sponsored by the Local Union to aid the campaign of the Canadian Arthritis and Rheuma- tism Society of Canada. A spe- cial effort will be made the week of June 25-30 to enlist the sup- port of workers in IWA-certified plants. Balloting in the referendum on the 1951 assessment of $2.00 is well under way, and returns will be tabulated and reported upon at an early date. Next meeting of the Local Union, June 24th, will vote on amendments to the by-laws. For this reason a full attend- ance is urged. Participation by the IWA in plans for the Children’s Jubilee Camp at Orlomah Beach has re- sulted in numerous applications from IWA members’ families for the opportunity to send their kiddies to this safe and healthy resort. Communications to this ef- fect have been forwarded to employers and trade unions concerned, asking that ship- ments after June 11 be not handled. : This action became neces- sary at Builders Sash and Door Ltd. because of the company’s action in locking out the employees rather than sign the new IWA con- tract. Stuart & Hudson Ltd. has been declared unfair due to their action in endeavoring to persuade employees to de-certify the IWA as their bargaining agency. Ltd., Kelowna, and Portable Sawmills Ltd., Kamloops dis- trict, for alleged breach of contract has been filed with the Labor Relations Board by IWA District Officers J. Stewart Alsbury and George Mitchell, Complaint against S. M. Simp- son Co. is, that, without reference to the bargaining authority, the employer advised all employees of the payment of a 12% cents an hour cost of living bonus. This was done while discus- sions were in progress to estab- lish contract terms equivalent to those now in force at the Coast. The circular letter addressed to the employees indicated that the amount of the bonus, the starting date, and eventual withdrawal would be at the discretion of the employer. | Bribe Suspected In a radio broadcast, IWA officials indicated that this action was in the nature of a bribe to undermine support for the de- mands of the employees as for- mulated at their Wages and Con- tract conference. It was also pointed out that the employer in this instance had made no effort to raise the basic rate. If at any time he should choose to withdraw the bonus, the rate would remain at $1.10, in- stead of $1.29% as fixed at the Coast. Employees were also asked to note the omission in the em- ployers plan of any reference to union security, the 40-hour week, better vacations, time and one- half for Saturday and Sunday production time, and other im- portant items included in the Union’s current demands. Submission of the Union to the Labor Relations Board was that the ICA Act requires that the employer should deal only with the certified bargaining agency, and that therefore the procedure followed by S. M. Simpson Co. Ltd. was highly irregular and should be referred to the courts. Intimidation Alleged Portable Sawmills Ltd. holds an agreement with Local 1-417, IWA, Kamloops. This company took exception to a complaint made against the company, and cancelled a wage increase, de- manding that the IWA -retract statements made. A second notice posted stated: “Tf the majority of the employees wish the higher rates of pay re- instated and if the Union fails to bring this about under’ the terms of our agreement with the Union, then the company will re- instate the higher pay rates re- troactive to the date on which they were determined on one con- dition only, the cancellation of the Union’s bargaining agency with this company.” The right to challenge this action in the courts is demanded by the IWA, as it is regarded as outright intimidation.
