SET-BACK Hopes for substantial tax re- ductions this year must have received a considerable set-back when the Minister of Fitiince tabled the Estimates in the House this week. That is, unless those hopes are based on the assumption that the Minister would be prepared to operate on a considerable deficit this year, for the Estimates of Expenditure for the year about to begin are appreciably higher than for the year just ending. INCREASES The total increase is just un- der $68 millions. of this, the largest single item in the cate- gory described as Controllable Expenditures is in Construction or Acquisition of Lands, Build- ings and Works - an increase of $25 millions. Next comes Civil Salaries and Wages, $23 mil- lions, Pay and Allowances ‘of the Armed Forces and RCM Police, a $22 million increase. DITTO Other substantial increases in| the Standard Categories are in Professional and Special Ser- vices - $14.8 millions; Pensions, Superannuation and Other Bene- fits - $12 millions; Freight, E: { Repairs and Up-Keep of Equip- ment -- $6.4 millions; Advyertis- ing and Other Publicity - $1.1 millions, SPECIAL The largest single increase of all is in the group known as Special Categories. These include interest on the debt, special pay- ments to the provinces under the present tax formula, Family Al- lowance and Old Age Pensions and Allowances. The increase here totals $92 millions this year > of which increase interest payments to the province count for about $35 millions each, and Social Security ments for $17 million. DECREASE Main items showing an over. all reduction are: Construction or Acquisition of Equipment ($105 millions, mainly Nationai Defence); Contributions, Grants ete. ($22 millions); Materials and Supplies ($6 millions) and| a catch-all, all other expendi- | tures, other than Special Cate-| gories ($56 millions). DEFICIT Balancing the total decreases against the total increases, we are left with the net increase figure of $68 millions. This is a disappointing result to those who may have hoped for some reduction in spending and taxes — or even only a balanced bud- get — this coming year, for the indications are that for the cur- rent year, as for last year, there BIRTHS At War Memorial Hospital puy- SCHMITKE — To Mr. and Mrs. Leonard Schmitke of Lac La Hache, a daughter, born January 28, HRISCHUK — To Mr. and Mrs. Mike Hrischuk of Lac La Hache, a daughter born January 28.
