This Week In Ottawa By E. D. Fulton, M.P. 4 June 18th; 1 CONFUSION Defence estimates are being de- bated now in an atmosphere of con- tusion and speculation created by recent statements and events occur- ing outside the House with astonish- ing rapidity. Appointments, promo- tions and retirements in sehior De- fence Department positions form the backdrop to an unusually interesting discussion, ~ SENIOR The first, and most interesting to us, is the appointment of A.V.M. Frank Miller, native of Kamloops, to be Deputy Minister of the Depart- ament — the senior position apart from the Minister himself. Jn this capacity, Frank Miller will be the Senior Administrative Officer in charge of some 117,000 military and 57,000 civilian personnel. He will have charge of a department spend- ing close to $2 Dillion annually, nearly one-half the total national budget. NORMAL ‘This appointment has been uni- versally commended. All are agreed that the new Deputy is well qualified by character, training and experi- ence to assume his new post. Al- though the most important of the appointments, this ene has therefore created far less still than the others, since it has been known for some time that the present Deputy, C. M. Drury, has been anxious to return to private commercial life. SPECTACULAR The other major changes have been far nore spectacular. This is]. mainly because of the background of controve: created by some ex- traordinary ill-advised public state- ments made by senior military per- sonnel — entirely contrary to the traditions and requirements of their position as serving officers. UNIFICATION. The first of these was a statement by A. V. M. Roy Slemon, Chief of the Air Staff, to the effect that uni- fied. military command of all Cana~- dian and United States Forces was coming, and was inevitable and pro- per. . Defence Minister Campney had ro sooner finished explaining that this to eye on the policy he was called upon to administer, he accepted his retirement without comment. The principle of our syst and the only workable one — are supreme, The°Military Chiets administer the policy laid down by the political heads, who must there- fore accept responsibility for the conduct of service matters. For this reason, the Conservatives in the House strongly condemned Mr. Her- ridge, of the C.C.F., when he made a bitter personal attack on General Si- blaming developments in the Army to which Mr, Herridge is opposed. Mr, Her- felt, would have done much better to direct his attack om the Government and the Minister. There the responsibility belongs. monds, him for certain ridge, we (OF AUNDERERS, cvestiens SIs WILLIAMSLAKE Dry CLEANERS DISPLAY PACCULLOCH We are proud to announce the Great new McCulloch 4-30A Chain Saw.
