MIXTURE
The good news this week has been
accompanied by bad. Thus the an-|
nouncement of approval of the five
day 40 hour week for those in the
Public Service of Canada — to be
implemented where this is the pre-
vailing rule in private employment
— will be welcome to Canada’s Civil
Servants. But the announcement
that the extra cost of implementing
this system in the Post Office De-
partment would be accompanied by
another increase in postage rates
took the gilt off the gingerbread, and!
is a further reminder that increases!
in expenditures must be accompani-
ed by increases in revenues.
QUESTION

The question has already been
raised as to whether this increase is
really necessary, or justified. Mr.
Abbott, in making the announcement |
based it on the principle that Cana-
dians expect their Postal Services to
be on a self-sustaining basis, so that
revenues balance costs. It was point-
ed out by Mr. Drew in reply, that
they have recently departed from
this principle in the case of the radio
service of CBC, which is supported
from the general tax revenues. Com-
ment has also appeared in the press,
that possibly if the Post Office were
actually to receive postage revenue
for all the mail it carries, they might
be able to finance even this extra cost
without an iner e in postage rates.

Thus all Government Departments
which account for an enormous vol-
ume of mail, are not required to buy
stamps from the Post Offices for this
service (I should, in fairness, also
admit that Parliamentary mail is
also carried free), Suggestions have,
therefore, been made that if the Gov-
ernment were to charge for its mail,
Post Office revenues might be in-
creased by this method alone by some
$5,000,000. True, it would in
effect be taking it out of one pocket
and putting it in the other — hécause
Government only gets its revenue
from taxes. But it might have, in ad-
dition, the salutary effect of some-
what reducing the enormous volume
of Government mail and publicity.
And {f this reduction in expenditure
could be made, and at the same, time},
avoid an increase In postagé to hey
paid by the general public, it seems
a suggestion well worth exploring.
PROTECTION
The Government moved this week
in requests, of increasing urgency, to
protect Canadian industry — the tex-
tile industry in particular — against
unfair “dumping” of foreign goods.
There has been increasing unemploy-
ment resulting from lay-offs in tex-
tile plants, and recently a disturbing
number of such plants have closed
their doors. A week ago, the Quebec
Legislature by unanimous resolution
asked the Federal Government to do
something to relieve this industry.

introduced this week. Already there
have been suggestions of ‘Too little
and too late.” Some textile spokes-
men say their industry is so badly
hit already, it may never make a
come-back — not without some
greater assistance than this Bill
Biv anyway. As one Opposition
spokesman put it, the Government
‘Has had its eyes closed and its arms
folded while this situation devel-
oped.”
EXTENSION

been careful to explain that this Bill
does not indicate a policy of raising
tariffs — they still maintain a verb-
al adherence to a low tariff policy.
The measure is designed to protect
against the entry of manufactured
goods into Canada at prices made
artificially low by the fact that the
manufacturer is closing out end-ot-
season or end-of-run lines for which
there is no market in the country of
origin — and therefore no price level
there against which they can be
measured for tariff purposes. But it
is confined to manufactured goods,
and requests have already been made!
that it be extended to agricultural
products.
DIFFERENTIATION

The Canadian producers of fruits
and vegetables have found them-
selves in a similar position for some
time. Our potato growers in British
Columbia for the the last year or
more were seriously affected by the
entry into Canada of large quantities
of American potatoes on what cer--
tainly seemed to be an off-season
basis. But no change in the Customs
Act has been promised to take care
of them. In fact, just the opposite —-
so far the Government has said it
contenrplates no change in its laws
to relieve against the potato glut.
The old ery is being raised again: {s
this protection for manufacturers,
competition for farmers? Although
the question was asked in this debate,
it was not answered. |

IS A CATHOLIC BOOK

People differ radically in
what they think about the
Bible.

Some seem to think it
was handed down from
Heaven written in English
and bound in morocco.
Many accept it as the in-
spired Word of God with-
out knowing why they are justified
in doing so. And others say that
the Bible is full of contradictions
and must be taken “with a grain
of salt.” :

Scriptures can exert a tremendous

Established by Christ Himself
and rapidly spread among the na-
tions of the world, the Catholic
Church was carrying on Christ's
work for the salvation of men some
60 years before the Apostle John
wrote his books of the New Testa-
ment.
