(b) Where any city, municipality or district would be at a disadvantage under the above formula they may pay an amount not to exceed 9 mills over their current levy on a basis of 100 per cent on land and 75 per cent on improvements. - (c) Bhe Provincial Government will pay 50 per cent of capital costs and carrying charges and the municipalities 50 per cent. (d) The B.C. Progressive Conservative Party believes (1) We reuffirm our endorsation of the Sloan Report which contains recommendations designed to ensure perpetual yield of our forests. (2) We oppose the Social Credit proposals to levy a 1 Per cent tax on standing timber. Such a tax would encourage premature cutting of timber, and is in conflict with policies to conserve our timber resources. (3) We will provide opportunity for small loggers, mill - operators and ail others who desire to use and develop the forest resources of the province. (4) We propose that the Government should increase its programme of building roads into public working circle timber areas. (5) We will intensify the programme of fire and pest control and co-operate in this with the Federal Government in combatting these menaces of our timber’ resources. in the democratic system of non-sectarian schools as at present established by law in the province ot British Columbia. AGRICULTURE (1) We are opposed to decontrol of milk at the dis- tributor level because we believe it will result in higher prices to the consumer and the development of a monopoly. We favour polices that will increase the consumption of milk in large urban areas and we propose there should be (1) A store differential of two cents. (2) A quantity discount on milk delivered to the home so that all who buy more than 1 quart at a time will have an incentive to co-operate with distributors in cutting the cost of deliver- ing milk to the homes. (2) A Conservative Government would immediately confer with the producers and distributors to bring about a sensible solution to the milk marketing provlem and - would ensure stable conditions . . throughout the dairy industry and serve consumers at the lowest possible price. (3) The Agricultural branch of the government will expand services to assist farmers to increase nro- 3 duction and efficiency through more technical and - organizational aid. (4) We will coordinate the efforts of the Federal and : Provincial Departments of Agriculture and the University of British Columbia to better serve the farmers of the Pr _ (5) We will negotiate with the Federal Government to make the ‘Prairie Farm Rehabilitation Act e t LABOUR The Progressive Conservative Party has always favoured * fair treatment for labour and in the interests of indus- trial peace and prosperity we will: (1) To re-establish a fulltime Labour Relations Board. (2) Bnact fair employment legislation as did the Pro- gressive Conservative Government of Ontario. (3) Introduce an equal pay for equal work Act as did the Progressive Conservative Government in Ontario. 2 5 (4) Enact legislation for the certification of Tradesmen. (5) Give consideration to the amendments to the In- dustrial Conciliation and Arbitration Act and to the Workmen’s Compensation Act in order to remove the grievances which exist under the present legislation. i (6) Provide means for collective bargaining and con- ciliation procedure for Civil Servants. == CIVIL SERVICE ‘To insure maximum efficiency and service we will: (1) Free ‘the Civil Service completely from political interference.
