Nevertheless, before the res toration referred to becomes hope all doubt will be removed as to the terms under which the pre- emptions will be available? As we see it, under’ those conditions the so-called 1estor- ation would be but an empty gesture as all the privileges of the Land Act are available to them now, on become enfranchised.
