Supporters of the Labor pro- gram are asking if the ‘govern- ment is pushing: : its quickly and aggressively enough. In. eontrast’to past. non-Labor ‘governments, the present admin- istration is clipping along at full steam. Numerous measures. have been: introduced: The Bank of England bill, the Industrial In- juries bill, the Rent Control bill, ' Dock Workers Regulation of Em- ployment bill, Assurance: Gom- panies bill, Extension of Con- trols bill, Elections bill, Defense bill and others. Still.more are prepared for in- , troduction, with nationalization of mines, investment control measures, increase of old-age pensions and a national health plan high on the priority list. Proposed codes and policies have been announced for speeding up the legislative machinery, en- suring more adequate nursing care and improved conditions for nurses and agricultural planning. It is significant of the spirit of "new young Labor M.P.’s — who more than ever before are repre- sentative of and in close contact swith the people—that they are not complacently satisfied -with the impressive work that has already been done, but are insistent on measures to speed the legislative machine. The live-wire, - progres- sive character of a large section of this Labor back-bench has been the subject of much con- jecture. It is still too early to define clearly the role it will play, but it is already obvious that it is not on the same_ side of the field as the Labor cabinet ministers are on certain issues— especially concerning foreign pol- icy. The bleak silence on the Jeft which meets almost-all of Foreign Minister. Ernest Bevin’s state- ments and the increasingly fre- quent denunciations by Labor M.P.’s of government policy in Greece, Indonesia and _ other countries, reflect mushrooming , platform. However, the first sign that they are fast recuperating was given-in former Prime Minister Churchill’s speech to the Conser- vative party central council re- cently when he _ characterized members of the Labor govern- ment as “morbid and reactionary Socialists” and warned ‘that “fundamental. quarrels” loom. The return’ of two. Tory leaders —Brendan Bracken and Richard Law—in recent by-elections will permit the party to unlimber at least a few big guns when the occasion arises. Most of the business ‘which has come before the House to date has been legislation which,. in more or less modified form, had received the approval of’ all par- ties of the wartime coalition gov- ernment and therefore was not likely to provoke a fight. The weak opposition to the bill na- tionalizing the Bank of England is readily explained: the change is mainly a nominal one. The governor, most. directors, all stockholders and the methods of conducting the bank’s affairs are virtually unchanged. NATURAL RESENTMENT The Tory plan of attack will apparently be to play on the na- tural resentment of the ill- housed British people and on the equally natura] desire to have servicemen returned to civilian life.
