* confronts problems of unpre-
cedented magnitude. The shut-
down of war industry with mass
lay-offs will tend™ to diffuse
union membership. The nation-
wide attempts to reduce the wage
level will compel the trade union
movement to fight for mainten-
ance of take-home pay. . Recon-
version will compel new inten-
sive campaigns to organize the
unorganized. To solve these
problems and defend the inter-
ests of the workers while coop-
erating fully and loyally on joint

bodies in postwar reconstruction
will be a supreme test of trade
union leadership.

The ttrade unions should be
drawn into a broad national cam-
paign of public action: to press
the government to maintain the
level of employment and wages,
to establish a national minimum
wage, to enact collective bar-
gaining legislation as demanded
by the unions and to increase
Unemployment Insurance Bene-
fits to $25.00 weekly.

The national centres. of the
unions should be urged to adopt
a uniform policy aimed to help
men and women from the armed
forcés to establish themselves
in industry and to integrate them
in the trade union movement
and to help the tens of thousands
of working women who were
.érawn into industry by the war
to secure equal pay and condi-
tions for equal pay in peace-
time jobs.

In view of the maonttade of
the problems that will be met
during the postwar period and
the fact that many such prob-
lems must now be dealt with at
a national level, the two na-
tional centres should be pressed
to cooperate to the greatest pos-
sible. exttent. The question of
trade union unity should be
raised in all local unions in a
systematic way.

It is a cause for gnave concern
that now, when establishment of
a great world trade umion cen-
tre is assured, uniting sixty mil-
lion workers from literally every
country, -there is a danger that
a section of the trade union
movement in Canada will not
participate in it. It is necessary
to generate a widespread cam-
paign within the trade union
movement to press for active
world federation of trade unions,
including the sending of dele-
gates to the forthcoming
world congress from both the
Trades and Labor Congress of
Canada and the Canadian Con-
gress of Labor.

The LPP will strengthen its
independent activity to strength-
en the trade union movement.
Our members will strengthen the
fight for a Dominion Labor Code
which meets the needs of the
Jabor movement and for inde-
pendent labor action. The LPP
and all its members will place
particular emphasis upon the
fight to organize the unorgan-
ized workers for defence of their
economic interests in the period
ahead.

The veterans who won the war
and the workers who maintained
uninterrupted production despite
the provocation of selfish labor-
baiting corporations are entitled
+o postwar jobs at decent wages
—and they’re determined to have

them. It would be a crime if

mionopoly-capitalism were al-
lowed now to defeat the demo-
cratic aims of the people and
bring about a period of mass un-
employment, wage - cuts and
union smashing. But there can
be no guarantee that such will
not be the case except through
the rapid development of united
labor action. Z

The Labor-Progressive Party
calls upon the trade unions and
the CCF to join in fraternal co-
operation in a struggle to ensure
complete re-establishment of the
men and women from ‘the armed
forces, to maintain employment
and wage-rates. In the situa-
tion created by the mass lay-offs
from war industries and system-
atic employer efforts to lower
the wage levels by rehiring
workers at lower rates, coopera-
tion between the labor movemént
and veterans is essential. As
we pointed out in our election
program: “In the final analysis
the best assurance of successful
re-establishment for the men and
women who offered their lives to
serve Canada in the war will be
provided by policies which main-
tain a high level of national
prosperity with Jobs, Security
and Opportunity.”

prosperity through the postwar

The struggle against social
inequalities remains an outstand-
ing task in Quebec, a ttask which
is equally the responsibility of
progressive people in all parts
of Canada.

The closing down of war in-
dustry in the province of Que-
bee and the systematic efforts
of employers to reduce the gen-
eral wage level there is working
special hardship upon thousands
of French Camadian workers
who are being compelled to go
from organized-to unorganized
industries to work at considerapb-
ly lower rates of wages. The
LPP will aid the workers of
French Canada to organize the
unorganized industries and to re-
peat in the postwar the inspiring
feat of organization which they
performed during the war.

4 The LPP proposes a national

*farm policy to enable the
farmers to meet the problems
of the postwar period. The
world needs all tthe food that
Canada can produce but, in ad-
dition to the eight-point program
of farm legislation proposed in
the LPP election program, the
farmers need a national farm
policy now, particularly (a) to
protect the prices of the prod-
uets they sell and to protect the
farmers when they buy from the
sharp fluctuations which will
bring chaos into agriculture un-
lesis governmental action is
maintained to protect the farm-
ers; (b) to develop new uses for
our farm products and methods
of utilizing them now before the
farmers are again burdened with
surpluses; (c) to help the
farmers readjust their produc-
tion in accord with already
changing conditions; (d) to help
farmers secure the full value of
cooperation and collective pro-
duction through increased aid to
cooperatives and cooperative un-
dertakings.

For Jobs -- Peace and Progress

A national farm policy is need-
ed, as was emphasized in our
Dominion Election program, “to
cnify and bring into harmony
the operations of the Dominion
and Provincial departments of
agriculture and legislation re-
lating. to agriculture and farm
welfare.”

The Labor-Progressive Party
will continue its fight for the
proposals embodied’ in its Do-
minion Election program, to the
end that Canada’s farmers shall
maintain their modest measure
of wartime prosperity through
the postwar period.

The National Committee calls
“e upon all organizations and
members of the LPP to streng-
then and extend the activities of
the party in support of the int-
erests of Canada’s youth. The
young men and women who have
served in the armed forces and
those thousands who, too young

rapidly and radically changing

will be particularly sharp for

ij. For Lasting Peace: To help
ensure a lasting peace and com-
plete the. extirpation of fascism
Canada should ratify the Unit-
ed Nations’ Charter and adopt.a
foreign policy to encourage the
fullest flowering of people’s de-

mocracy in Europe, Asia and
Africa through political and
economie cooperation including

long-term mutual aid.. Canada
should break off diplomatic re-
lations with Spain and Argen-
tine, the two remaining centres
of fascism.

ii. Jobs for All: Acceptance by
the government of responsibility
for maintaining full employ-
ment. Continued operation by
the government of all state war
plants for peacetime production.

Not a single industrial plant
must close down, but’ should
enter into the production of

peace-time goods without delay.
If this cannot be done by priv-
‘ate industry, the government
should intervene to operate the
plant. Lay-off pay should be
given by industry for temporary
periods of reconversion unem-
ployment, together with revision
of the Unemployment Insurance
Act to increase benefits to $25
weekly.

Action at once on public low-
rental housing by building 50,000
homes now; a Dominion-Provin-
cial public works program to
employ at trade union rates
those workers rendered unem-
ployed through re-tooling and
reconversion of plants, and to
assist the re-establishment of
veterans.

iii. Protect Workers’ Living
Standards: No reduction in take-
home pay when hours are re-
duced; the unfreezing of sub-
standard wages below 55 cents

Replace the temporary wartime
Order-in-Council by permanent
legislation to guarantee mini-
mum prices for all farm pro-
ducts.

vil. Opportunity fer Youth:
Establish a national department
of youth training and welfare
with a national system of oppor-
tunities for higher education
and training. for professions:
full and untrammelled opportun-
ities for education and training
to youth who have served in the
armed forces.

This program of economic
well-being, increased purchasing
power and full employment, is

in the true national interests of

Canada. The LPP ealls on la-
bor and the people to demand
action on this program when
Parliament meets. The cooper-
ation of all sections of labor and
between labor, the farmers and
all other progressive people
must beat back the assault of
reactionary monopoly. Only to
the degree that this program is
fought for and attained ean Can-
ada win the peace.

ward all the gains made during
the war, to protect and extend
the gains of the workers and
farmers, to develop far-reaching
inter-governmental cooperation
with the liberated peoples and
the USSR requires. more than
the elaboration of the political
line—it requires a systematic
and determined struggle to
earry the line through. This
organized struggle for the line
determines everything “inelud-
ing the fate of the political line
itself, its success or failure.”’—
(Stalin).

The fight for a correct party
line today is the heart and -_soul
of the struggle to eliminate
every element of revisionism
from our party’s work.

Revisionism is that distortion
of Marxist theory and practice
which attributes .to capitalism
progressive tendencies ‘which,
the revisionists pretend, will by
themselves transform capitalism
into socialism and abolish ex-
ploitation.

The Marxists of the Western
hemisphere owe a debt to Jac-
ques Duclos, organization sec-
retary of the Communist Party
of France and active leader of
its underground resistance ac-
tivities during the war. Jacques
Duclos discerned and exposed
the revisionist concept upon
which the political line intro-
duced by Comrade Earl Browder
was based. Jacques Duclos
branded as “a notorious revision
of Marxism” Browder’s assump-
tion that the  finance-capitalist
monopolies of the United States
would play, nay would voluntar-
ily choose to play, a leading role
in the postwar struggle for
