MEXICO CITY—The speech by US. Secretary’ of State, Edward R. Stettinius on
Monday, in which he urged continued unity of the big nations, marks a significant re-
adjustment of United, States policy, Vicente Lombardo Toledano, president of the Con-

federation of Latin American
Workers, (CTAL), declared here
recently. The speech, Toledano
said, “is contrary to the State

sets the basis for abiding peace.”
_The-new position, he contin-
uéd, strengthens tri-power unity,
disunites the Anglo-American
steainroller bloc in San Francis-
co, indicates that U.S. policy can
now be based~on the génuine
interests. of the United ; States
and strengthens. _U.S.-.Soviet
friendship. He praised Stettin-
ius’ statement that Argentina
will be expected to -fulfill her
promises, interpreting it to mean,

that Argentine fascism is still|’

not accepted, despite the admis-
sion of ‘the regime at the San
Francisco conference. ,
“RETURN TO. YALTA”
Toledano said that Stéttinius’
emphasis that the Polish ques-
tion should be settled along the
lines of the Yalta formula means
that “the United States has re-
turned to Yalta for the basis of
treating the Polish question.”
The U.S. Secretary of State’s
anouncement that the U.S. will
sign . individual treaties with
Latin’ American countries, the
CTAL leader said, means a rec-
ognition that the autonomous
American bloc: created at the
Chapultepec conference will’ not
serve in the world’s society.
“The policy shift proves
that the United States recog-

Low Wages-Food Lack —
Cause Of French Strikes

PARIS — The recent strikes
which broke out among miners
in northern France and the Pas-
de-Calais and among. civil serv-
ants- and industrial workers of
Lyons were due to general dis-
satisfaction with the food situ-
ation and with wage scales fixed
by the government. The General
Confederation of Labor (CGT)
has been demanding a minimum
basic wage of 23 francs (46c) an
hour, the establishment of three
Wage zones with a maximum
difference of 20 percent between
them and equal wages for wo-
men. :

Against. this, the Ministry of
Labor, has fixed a. basic wage of
206 francs (40.cents) with a 10
percent reduction for women,
and has maintained the six wage
zenes instituted by, the. Vichy
government, with a difference of
383 percent between the highest
and lowest zones. This means
that wages
relatively low level as compared
with the continuous _rise, in the
cost of living.

In reply to the efforts of own-
ers to throw responsibility for
strikes on the workers, the of-
