The practise of the U.S. 5th Army has been to disarm par- tisans and send them to rear areas. where they are gathered in so-called “partisan centers.” The treatment they receive there is inferier to that of prisoners of war. They are fed on civilian refugee rations and for re-cloth- ing they depend on private char- ity. They are permitted to leave the center whenever they choose, but especially among those whose homes haye not been liberated, they have no choice but to join Allied labor battalions.
