The provoca- tive tactics of the Ford Motor Company of Canada, the Cana- dian Westinghouse, the Canada Bread and several other corpora- ‘tions in their current negotiations with the bargaining agencies chosen by their employees typi- fies the strife-proyvyoking course Which reactionary sections of in- dustrial management are pursuing. This Tory tactic on the indus- trial front is part of a Tory scheme to aggravate relation- ships and provoke a series of erises thereby providing a fay- orable atmosphere for their -aim of a coalition government of the extreme right—with or without a federal election, Their policy on labor relations is of a piece With their tactic on the issue of family allowances, the issue of re- inforcements, and in the North Grey by-election where they hope to defeat General McNaughton and bolster their chances for a government of reaction. It is a sabotaging policy, calculated to cause the most serious industrial disturbance and to destroy na- tional unity. The scheme of the Tories and anti-labor corporations to nullify the Government’s Fed- eral Wartime Labor Relations Order must- be defeated. The National Executive Committee of the Labor-Progressive Party ealls upon all democratic Cana- dians te give whole-hearted support to the trade union movement in its urgent appeal to the Federal Government to put teeth into P.C. 1003. The Federal collective bargain- ing regulations must be amended immediately te eliminate the “loophole” upon which unscrup- ulous corporations are seizing. No undemocratic corporation management must be allowed to now sabotage the war effort and thwart the will of the majority of the Canadian people. These who are planning to defeat that will by exploiting weaknesses in the existing law must be confronted by an aroused public opinion in sup- port of the unions’ demand that the present Jcophole in P.C. 1003 be eliminated immediate- ly. Fhe Federal Wartime Labor Relations Law must leave no loophole for unscrupulous man- agement to intimidate workers; to refuse to conclude a mutual agreement with the certified agency of its employees; or te defeat the purposes of the reg- ulations by tactics of provoca- tion and delay. The overpowering will of the people defeated the ‘Tories on the issue of family allowances. The united stand of Canadians defeated the sinister fifth column plot on the reinforcement issue. Now, just as the people of Grey North will rout the Tory gan¢e by electing General McNaughton, so democratic Canadians must frustrate the Tory schemes to provoke industrial unrest hoping to cause interruption of war pro- duction as part of their stratecy. The immediate amendment of the Federal regulations to make col- lective bargaining compulsory is one of the requirements for the strengthening of the labor and democratic forces. The fight of the trade unions for amendments to P.C. 1003 is a struggle in the interest of the overwhelming ma- jority of Canadians. DISASTROUS CCF POLICIES At this moment when reaction raises its ugly head on the indus- trial and political front the CCF is pursuing policies which can only defeat labor and help the Tories. _In Grey North the CCF has nominated a director of a steel company as its candi- 1.0.6.F. The only achievement they can hope for is to defeat the Minister of National Defence, which would sharpen the political crisis and help to bring together the ele- ments of reaction of. both old parties. This, at a time when the Gallup Pell shows that the CCF Support nationally, has declin- ed to little more than a fifth of the electorate and the CCF leaders themselves have no expectation of winning a major- ity of seats in the fortheom- ing General Election. It is no accident that the Tory press renders the CCF candidate in Grey North every assistance. Within the trade unions, too, the CCF is pursuing a policy which helps reaction. Instead of helping to unite the trade union movement with all progressive forces for the attainment of im- proved collective bargaining and wage regulations, the CCF pur- sues a policy which isolates labor and threatens to destroy the ef- fectiveness of the unions in the fight to defend the economic in- terests of the workers. At the recent meeting of the Politica] Action Committee of the Canadian Congress of Labor, the smal], group of CCF officials who dominate it, transformed the PAC into an instrument for the CCF elec- tion campaign in North Grey. That is not all, by setting the CCL in opposi- tion to other democratic forces they are facilitating the Tory scheme to achieve a reaction- ary, anti-labor, coalition gov- ernment. FOLLOW CIO LEADERSHIP The National Executive? Com- mittee of the Labor Progressive Party calls, therefore, upon all workers and upon all members of the trade unions to reject and defeat this most harmful and reckless policy of the GCF, and to follow, instead, the brilliant lead- ership of the CIO. The great unions of the CCL must not allow themselves to be isolated from the democratic forces in the country, rather they should seek to ally their strength with the strength |. of all other progressive forces 2s was so brilliantly done in the USA With policies based upon those developed by the CIO in the United States, Canadian Labor can achieve immediate and post- war victories and make itself a powerful independent politicald force in the Dominion. Defeat the strike provocations of Tory employers and win the nationwide support of all for- ward looking people for the achievement of far - reaching legislative reform. Accomplishing that they will be able, also, to secure much needed amendments to provincial Labor Legislation. That is the method by which we can improve labor’s conditions and strengthen the trade union movement in Can- ada. That is the way forward to further, and lasting, progress in the Peace. The Labor Progressive Party appeals to all democratic Cana- dians to support the efforts of or- ganized labor to secure amend- ments to the Federal collective bargainine regulations. P.C. 1003 was adopted a year ago ‘aiter the most strenuous cam. paign conducted by labor and al. liberal-minded people for clear. cut Federal legislation to over come the resistance of sections Ga employers to the universally rec ognized need for democratic col lective bargaining These regula. tions fell far short of collective: bargaining legislation in the USA, Britain, Australia and New Zealand. The trade union move ment accepted P.C. 1008, *how- ever, despite its many shortcom- ings, as a step towards improved labor relations. The trade unions have tried earnestly and consist ently to make these regulations fulfill the purpose for which they were adopted. Following the adoption of PC. 1003, considerable progress Was made but when military victory seemed to be appr oaching, and the | general Tory campaign was- ED | loosed, the most reactionary sec tion of industrial management | began its campaigon to nullify the intent of the regulations.
