The Atlan- tic Charter proclaimed “the right of all peoples to choose the form of government under which they will live.’ And in rélation to Af rica, Mr. Attlee, in a speech to West African students at Lon- don on the day following the pro- mulgation of the Atlantic Charter declared that “Colored peoples as well as white, will share the bene- fits of the Churchill-Roosevelt At- lantiec Charter.” Herein lies the hope of the African peoples. But the future for all peo- ples is uncertain without com- plete victory over fascism. For this victory the African peoples can contribute many times more than their present _contribution, if their war effort is organized on a democratic basis. In Africa “the path of democratic anti-fas- cism needs to be pressed for- ward.” Africa has not yet seri- ously been brought into the war. As Earl Browder states: “Africa has not yet been con- Sidered as a participant in the war. The poli- tical prisoners should be re- leased and economic assistance rendered te the people. XORBITANT rates of taxa- tion prevail throughout Africa on the native population. Taxation is considered as an in- centive to work by the Golonial Blimps. According to Lord Haily, taxation “forces him (the Afri- can) into activity in which he would not otherwise engage.”’ Taxation isi used as a weapon of eoercion to foree the Africans to work for the European em- ployer. The people are forced to werk on public works in some parts of the country. Such un- democratic treatment of the pop- ulation forms the base of the Axis Fifth Column in Africa. Land has systematically been expropriated from the natives for the European settlers and companies. In South Rhodesia more than half of the total land of the country is reservéd for the white settlers alone. The same is true of many other colonies. The native is being forced out of the best lands. In the field of edu- cation and Civil service, discrimi- nation is predominant. In the British Kenya Colony about $98.60 per Capita is spent for the edu- cation of the white students and only $3.84 per capita goes for the education of the native students. In the field of health the condi- tions are even worse. Such situ- ations provide Goebbels with enough propaganda material to confuse thousands of honest dem- ocrats. e@ 4 pees undemocratic practices of the colonial powers prevent the African peoples from con- tributing their utmost to the anti- fascist cause, and brings waver- ing among their ranks. In South Africa color discrimination bars natives from employment. Lynch- ing and murder of the natives go unpunished. Elementary civil liberties are denied to the people. Discrimination prevails even in recruitment for the armed forces, Jim Crowism, poll tax and the ex- ploitation of the people by rich farmers and mining corporations parallel the Nazi-fascist methods very closely. : It is surprising to note that in South African Assembly on March 5 a motion was brought up “demanding expulsion of the Soviet consular officials and the Suppression of the South African Communist Party.” The motion was defeated by 54-36 votes. This happened not in a Nazi-dominat- ed country but in a country which is a member of the United Na- tions. Such polciies are an obstruc- tion in the path of victory. For this reason if for no other, these problems are our concern. It is our duty to press for democratic reforms for the African people. Foremost in the ranks of this democratic move- ment is the Communist Party of South Africa. And teday the Communist Party of South Africa is Campaigning for the arming of the native population in the war against fascism, for the induction of natives in the armed forces on equal footing with fhe whites; for the uprooting of Nazi fifth col- umn, and for the abolition of racial oppression that hampers the total war effort of the Union. For the continent as a whole, the following are. a few of the measures universally recommend- ed for immediate adoption to bring the full energies of the Af- rican peoples into the war: 1. A specific declaration by the United Nations in regard to the freedom of the African people, based upon the principles of the Atlantie Charter. 2. Measures giving a responsible share in the present administra- tion to the native peoples should be adopted. 3. The people should be armed on a popular basis so that they Continued may defend their own future and help bring speedy victory. 4. Representation should be ac- corded to the African peoples at the peace conference. 5. A United Nations’ commis- sion should be appointed to in- vestigate the conditions of the African peoples in the different colonies, and representation should be given to the native peo- ples on such a commission. 6. Discrimination and racial exclusiveness should be banned, 7. An immediate program of democratic reforms must be adopted which should prevent the expropriation of* land by the Huropeans. 8. An end should be put fo forced labor on public works; taxation lowered, and economic assistance should be extended to the people with fair wages and proper facilities for education and health . The adoption of such a pro- gram during the war would en- list an irresistable democratic power of 150 million African peo- ple for victory. By doing this we would be strengthenine our own cause and in the words of the great Abraham Lincoln: ‘In pivy- ing freedom to the slave, we as- sure freedom to the free.’ British Israel - Nazism HERE is a lot more in this poisonous pamphlet to the Same effect, and the fact that it is coated with “scripture revela- tions” makes it none the less deadly. It is nothing short of disgraceful in this fourth year of war—with Canada’s youth at Hong Kong, Dieppe, and in Bri- tain, making the utmost sacri- fices, and ready for greater sac- rifices, that right here in our midst a vicious Nazi doctrine of racism, hate and provocation is being propagated, by and through a flagrant abuse of religious free- dom. @ LEARLY the RCMP are not interested in investigating the activities of the British Is- rael Movement.
