week when the Supreme Soviet
#n its sixth session here ap-
oroved incorporation of ap-
oroximately 13,900 square
miles of territory ceded by

finland under the recent peace
pact into the reorganized Karelian
Autonomous Soviet Socialist Re-
public.

Deputy Andre Zhdanoff, chair-
mman of the foreign affairs com-
} mission, told the Supreme Soviet
(that the cities of Vipurii, Sortavala,
Pa and Kuolojaryi would be
included in the new republic, al-
gceady linked by a new railway line
with Petrozavodsk, Karelian cap-
ital
& Zhdanoff stated that “the dis-
tricts which pass to Karelia are
not only Karelian, but some of them
Hare purely Finnish.

“The Finnish and Karelian peo-
Boles are bound by racial and na-
tional blood ties. Transformation
of the Karelian autonomous repub-
lic into the Union Karelo-Finnish
Republic will contribute further to
the economic and cultural develop-
ment of these two kindred people.

“It will put an end to the en-
mity and discord that were cul-
tivated many years by the ene
mies of the Finnish and Karelian

Reoples.”

NEW DEPUTIES ATTEND.

Attending the Council of Nation-
alities, one of the two houses of the
Supreme Soviet, were 12 newly-
elected deputies from the western
regions of the Ukraine and Byelo-
russia, Ukrainians, Byelorussians
and Poles, four of them members
of the Communist party and eight
non-party people

The Council of the Union, opened
by Chairman Andrey A. Andreyev,
heard Chairman Sheherbakov of
the mandate commission report on
acceptance of credentials of 43
newly-elected deputies from wes-
term Ukraine and Byleorussia, of
whom 11 were women. Nineteen of
the new deputies were workers, 14
peasants, 10 intellectuals.

The Supreme Soviet approved
a record defense budget of 57,-
000,000,000 rubles, 16,115,000,000
higher than last year’s defense
appropriation, announced by Fin-
ance Commissar A. G. Zvereff.

lishment of a ‘new order in the

support of Chinese in the conquer-

Soviet’s Neutral
Stand Reiterated
By Premier Molotov

MOSCOW, USSR.—Observinge that immedi-
ately war broke out in Europe the Soviet Union
proclaimed its position as one of neutrality ‘‘and
it has unswervingly adhered to that policy all

through this period,’’

Soviet Premier - Foreign

Commissar V. Molotov in his address to the sixth
session of the Supreme Soviet last Sunday com-
mented that evidently “‘the Soviet Union’s policy
of neutrality is not to the liking of British and
French ruling circles,’’ declared:

“Tt is time these gentlemen understood that the Soviet Union
has never been and never will be the tool of others’ policy; that
the USSR has always pursued its own policy and always will
irrespective of whether these gentry in other countries like it

or not.”

In a comprehensive review of the international situation and

Soviet foreign policy in the five months since the last Supreme
Soviet session, the Soviet premier pointed out that while the
European war had so far been confined to isolated sea and air
engagements, rejection by Britain and France of Germany's ex-
pressed desire for peace had its result in that “preparations for

expansion of the war were intensified on both sides.”

Stating that Germany ‘has evi-
dently become a dangerous compe-
titor for the principal imperialist
powers of Europe — Great Britain
and France,’ Molotoy declared that
it was “now clearer than ever how
far the real aims of the govern-
ments of these powers are removed
from the purpose of defending dis-
integrated Poland and Czechoslo-
vakia,” if only by the fact that “the
governments of Great Britain and
France have proclaimed that their
aim in this war is to smash and
dismember Germany, although this

aim is still being concealed from
the masses of people under cover

of slogans of defense of *demo-
eratic’ countries and ‘rights’ of
small nations.”

Molotoy charged that: “Inas-

much as the Soviet Union refused
to become an abettor of England
and France in this imperialistic
policy towards Germany, their hos-
tility towards the Soviet Union be-
came still more pronounced, vividly
showing how profound are the class
roots of hostile policy of imperial-
ists towards our Socialist state.”

Policies Contrasted

Dealing with the Soviet Union's
relations with Germany and with
Britain and France, the Soviet pre-
mier remarked that while there
had been a “radical change for the
better in the relations between the
Soviet Union and Germany,’ be-
cause the Soviet Union “did not
wish to become a tool of British
and French imperialists in their
struggle for world hegemony
against Germany, we have encoun-
tered at every step profound hos-
tility of this policy towards our
country.”

Cited by Molotov was the police
raid on the Soviet trade represen-
tation in Paris which, he said,
“showed that there were no real
grounds whatever for this hostile
action towards our country,” and
the demand for recall of the Soviet
ambassador to France. Of this he
said:

“As we see from circumstances
connected with the recall of Sur-
itz, our ambassador to France,
the French government is seeking
for artificial pretexts to stress
its unfriendly attitude towards
the Soviet Union. Im order to
mmake it clear that the Soviet Un-
jon is not any more disposed to
go out of our way to improve
relations between these two coun-
tries than France, we have re
called Suritz from the post of
ambassador to France.”

Molotov also referred to seizure
of Soviet ships by British warships
in the Far East and refusal of

British firms to fulfil old orders for
industrial machinery placed by the
Soviet Union.

“Attempts have been made to
justify these hostile acts towards
our foreign trade on the grounds
that by trading with Germany we
are helping her in the war against
England and France,” he said “Tt
does not take much to see that
these arguments are not worth a
brass farthing. One has only to
compare the USSR, say with Ru-
ania. It is known that Rumania’s
trade with Germany makes up half
her total foreign trade and that,
moreover, the share of her national
production in Rumania’s exports to
Germany, for example of such basic
commodities as oil products and
grain, far exceed the share of its
national production in the Soviet
Union’s exports to Germany.

“Nevertheless, the governments
of England and France do not re-
sort to hostile acts towards Ru-
mania and do not think it possible
to demand that Rumania should
cease trade with Germany. Quite
different is their attitude towards
the Soviet Union.”

Hostility towards the Soviet Un-
ion was to be explained “not by
the fact that the USSR is trading
with Germany, but by the fact that
plans of the British and French
ruling circles to utilize our country
in the war against Germany have
been frustrated and as a result

Labor Defines

‘Disloyalty

WELLINGTON, NZ.— Although the recent New Zealand Labor party
conference here declared that while the Labor government holds power
conscription will not be introduced in New Zealand, it warned Labor
members they will face expulsion from the party if they cooperate
with the Peace and Anti-Conscription council which is conducting a2
vigorous fight against conscription. :

Labor party branches were also warned they will be expelled for
‘disloyal tactics,’ specifically including cooperation with Communists

in opposing the war.

By an actual minority vote,
expulsion of all Communists
and ‘Communist sympathizers’
from Vancouver Trades and
Labor council as ordered by
AFI, President William Green
several weeks ago was sus-
tained in a referendum ballot
conducted among local unions
and made known at the semi-
monthly meeting of the council
Tuesday. In addition, Journeymen
Tailors’ union, local 178, was ex-
pelled by President EH. A. Jamie
son and the status of Inland Boat-
M™en’s union questioned,

The expulsion order was defeat-
ed in an executive recommendation
at the council’s Feb. 20 meeting
and upheld by a substantial major-
ity of delegates. Not to be out-
done, Tom Holland, Typographic-
al union, raised the issue of the
referendum and was supported by
delegates from 26 unions. Holland’s
union was expelled by the AFL
convention last year for refusing
to contribute to the AFL’s anti-C1IO
war fund, although the expulsion
has not been acted upon by Van-
couver Trades and Labor Council.

Of the 72 unions affiilated
with the council, 29 returned a

vote of 2861 for expulsion, 19
voted 1628 against, nine union’s
letters were disallowed and three
unions’ ballots were rejected,
leaving 22 unaccounted for, ac-
cording to the report made by

committee appointed by Presi-

dent Jamieson to scrutinize and
count the ballots.

The nine unions whose letters
were disallowed included Street
Railwaymen’s union with a mem-
bership of 1200, and Civic Em-
ployees’ union with a member-
ship of several hundred.

Bishop Refers To
People As ‘Trash’;
Asks Registration

OTTAWA, Ont.— With pledges against conscription still
echoing from just-vacated election platforms what is regarded
as a trial gun in a campaign to impose conscription on the Ca-
nadian people was fired here last Friday when Lieut.-Col. A. G.
Wells, bishop of Cariboo and principal Protestant chaplain with
the Canadian Active Service Force, advocated national reg-
istration.

Speaking to Ottawa Women’s club Bishop Wells declared
that “when the smoke of election has faded away, the leaders
will be in a position to say that we must have a national reg-
istration of every man and woman for the position they can
best serve.

“Tt would be fatal to take away all the loyal men and allow
the trash, who have accumulated from coast to coast, to remain
at home and reap the benefits.”

Placed against undenied reports that the government has
ordered printing of one million registration-forms, Bishop Wells’
statement is regarded as an indication that some form of reg-
istration is planned.

Registration in 1916-17, although denied as intended for
military conscription purposes, proved to be the preliminary
step to conscription.

“We were asked to place our
seal on the ballot,” explained J.
Thompson, IBU, “and the CIO seal
was the only one we had.”

“Now, now, don’t force my hand,”
cautioned Jamieson, inferring that
he might expel the union.

“That will be all right with me,”
retorted Thompson.

Journeymen Tailors’ union was
placed in the same category as the
IBU by Jamieson, while BC Sea-
men’s union ballot was ruled out
because it had used its own station-
ery instead of the regular ballot.

Russian Language
Paper Banned

OTTAWA, Ont.—Canada Gazette
in a special edition this week con-
tained an order banning publication
of the progressive Russian lan-
guage paper, Kanadsky Gudok
(Canadian Whistle), printed thrice-
weekly in Winnipeg.

The order was issued under De-
fense of Canada regulations pro-
hibiting dissemination of subversive
propaganda.

Proposed
Relief Cut

‘insane Policy’ And
‘Asking For Trouble’
Telford’s Comments

Plans of the federal govern-
ment to slash relief appropria-
tions in half by compelling the
provinces and municipalities to
revise present costs was de-
nounced by Mayor Lyle Tel-
ford as ‘an insane policy’ in an
interview with the Advocate
Thursday.

- Simultaneous with the gov-
ernment’s proposed slashing of
relief scales, already below the
point necessary to maintain
health, were announcements
that Canadian big business in
March reaped an additional $1,
200,000 in profits, while for the
first three months this year cor-
porations exacted $3,000,000 more
profits than in the same period
last year.

While not expecting any change
in the government’s relief policy
until the end of May when parlia-
ment meets, the mayor said the
government is asking for trouble
if it goes through with this pol-
icy, because relief recipients are
now existing on bare subsistence
levels.

“Qf course, there is no use
Saying the government can’t cut
relief,” the mayor said, “but if
they do, they are just asking for
trouble.”

Asked what steps he intended
to take on the matter, the mayor
said he would make it an issue at

Deputies Get 5-Year Terms

PARIS, France.—Tried in secret by a seven-man military tribunal,

36 Communist deputies, charged with having continued Communist
activities after outlawing of their party by the Daladier government,
were this week given maximum sentences of five years’ imprisonment
and loss of civil rights. Several of the jailed deputies are erippled vei-
erans of the last war and all have the confidence of hundreds of thou-
sands of French voters.

The recently installed government of Prime Minister Reynaud is

reported to have prepared a decree rendering dissemination of Com-
Imunist views punishable by the death penalty, as in Nazi Germany.
