literal meaning of the word is

How far the Nazi spy ring

This party has been long sus-
pected of being paid from Berlin,
and it is known that the police
have investigated its finances.

It is believed that the coming
week will see arrests no less sen-

Wash. Workers Alliance
Fights WPA Layoffs

SEATTLE, Wash.—Branding the 1940 Relief Act as the most
drastic blow ever delivered against recovery, Harold Broekway,
State secretary of the Workers Alliance, has announced that his
organization is launching a determined campaign to restore

_jobs to individuals and the huge payroll to the state.

According to Don Abel, state

layoffs will affect 12,000 persons by

September 7 by additional cutting

The campaign, Brockway said,
will be an effort to have congress

“As the result of the new law,
the state of Wasbingeton will lose

a payroll of $1,200,000 a month,”
Brockway said. “No business man
needs to be told what that will
mean to him. In addition to in-
flicting thousands of helpless per-
sons with actual starvation, this
program will be a blow to general
business conditions in the state
and will mean additional unem-
ployment for those who are now
fortunate enough to have jobs.”
One of the main objectives of
the Alliance, Brockway said, is im-
mediate recertification for WPA
and the state social security de-
partment of those who have been
layed off. If this is not done, he
pointed out, unemployed will not
be eligible to participate in the
surplus food stamp plan and mer-
chants will thus lose thousands of
additional customers while families
will be driven to desperation.

Test May Go To
Supreme Court

—(ICN)—A battle over civil liber-
ties now being fought in the Manila
courts may eventually reach the
US Supreme Court for final ruling.

Under criminal prosecution is
Antonio M. Bautista, chairman of
the Congress for Democracy and
Collective Security and president
of the Civil Liberties Union of the
Philippines. Charge jis that he
violated a provision of the Philip~
pine penal code, which penalizes
any individual who “by unlawful
and unauthorized acts provokes or
Gives occasion for a war involving

Island or exposes Filipino citizens
fo reprisals on their persons or
property.”

Basis of the prosecution is the
anti-Japanese and anti-fascist
Stand taken by the Congress for
Democracy and Collective Secur-
ity at its first national convention
last month, and specifically one of

few years.

Labor Urges
Works Plan

SHERBROOKE, Que.— GEN) —
Quebee Federation of Labor, at its
recent annual convention here went
on record in favor of a large-scale
public works program financed by
the Bank of Canada.

Resolution stressed that “unem-
ployment seems to have assumed
a permnaent character,” urged the
following:

“(a) An appreciable reduction “in
the hours of labor but without any
reduction in salary, and a more
equitable distribution of employ-
ment, so that labor can obtain some
of the advantages deriving from
modern methods of production;
(b) a great system of public works
to be financed without any charge
by the Bank of Canada end insti-
tuted to serve the needs of the

country.”

Convention also passed resolu-
tions demanding repeal of Bills 10
and 20 and favoring “maintenance
of goodwill in the ranks of all in-

ternational unions as being the only
means of obtaining rights.”

ese boycott urged by the congress,
Jitaro Kinara, Japanese consul-

claiming that move tended to dis-
turb friendly relations between
Japan and the Philippines.

QUEZON ALARMED

Forthwith Malacanan, Quezon’s
executive secretary, sent a letter
to Bautist expressing the “ex
treme displeasure and disappoint—
ment” of President Quezon at the
stand taken by the Congress. “By
condemning a firendly power and
urging a mass boycott of its goods
you and your conferees,’ read the
reprimand, “have infringed a rule
ef conduct which should govern
the relations between the Philip-
Pines and a friendly nation.”

Criminal prosecution of Bautista,
a young lawyer who has been tak-
ing a prominent part in the fight
against fascism, was the next step.

American and Filipino liberals
here are rallying behind Bautista,
and a citizens defense committee
has been formed to aid his defense.
Should the case be lost in the
Philippine courts, in all probability
it will be appealed to the US Sup—
reme Court, in view of the import-
ance of the issues involved.

Worthernmost of five Japanese
armies striking westward into
Shansi province, a Japanese force
which fought its way into the
foothills of the Mian mountains
has been driven back in headlong
retreat by guerilla units of the
Chinese HFighth Route Army,
commanded by General Chu Teh,
according to reports received
here,

Permitted by Chinese suerilla
troops to push at heavy cost to
within 20 to 40 miles of principal
Chinese bases, lying westward in
the mountains, the Japanese
army was defeated in a lightning
counter-offensive. Japanese com-
munications were severed, ad-
vanced troops cut off from the
main force and the whole army
forced into retreat.

Pursuing theiradvantage, Chin-
ese retook the town of Yushe,
Captured by Japanese in their ad-
vance. Whusiang and Chinchow
fell to the Chinese soon after-—
wards, the Japanese retreating to
Siangyuan where they threw up
hurried fortifications. Under
weight of the Chinese attack,
however, they were forced to
Withdraw from the town, aban-
doning their last hold in the
Mian mountains.

Wews of revolts among Chinese
troops in the service of Japanese-
sponsored Puppet governments,
seeping through the Japanese
censorship, indicate the increas-
ing difficulties encountered by
the Japanese in their undeclared
war against the Chinese people.

this week comes word of revolts
against the Japanese. At Kians—
ming, south of Canton, a detach-
ment of Chinese troops rose
against the puppet sovernment
Set up by the Japanese and joined
the partisans. In mnorthern Ki-
angsi provinee, en the central
front, another detachment of
Chinese troops revolted, killed
their commander and Japanese
advisers, deserted to the gsuer-

LONDON, England (ICN)—Although British official circles
admitted they were not surprised by the United States’ denun-
ciation of its commercial treaty with Japan, they declared that
Britain does not intend to take similar action. Excuse is ad-
vanced that it might possibly prejudice current talks in Tokio.

tentions only emphasized the

Minister Neville Chamberlain is
perpetrating in the Far Bast.

There is a war behind a war
raging now with paper soldiers in
London, Washington and New
York. Combatants are the Japan-
ese yen, the Chinese dollar and the
fake federal reserve bank. cur-

cupied China_

in 10 days the Chinese dollar
has slumped from about 25 cents
to about 8 cents as a result of
Chamberlain's agreement with the
Japanese warlords and withdrawal
of British support for the Chinese
dollar.

Then came President Roosevelt’s
denunciation of the United States-
Japanese commercial treaty and
further rumors of restriction of
Japanese imports. These reports
hit the yen hard, for if Japan is
unable to finance foreign pur-
chases with foreign exchange, the
yen will fall and with it the value
of the Angilo-Japanese agreement.

is preparing to hand over to Japan
