It has set up a marketing department, so far mainly concerned with dairy pro- ducts. It has set up a fair rents board. It has established the 40- hour week in most occupations. It has raised wages and salaries of Civil servants, railway employees, teachers and office employees and >all manual workers, regardless of arbitration court awards or union contracts (on the ground that de- pression contracts were made under duress and not valid). It is now an offense to dismiss a worker in order to deprive him of the bene- fits of increased pay or reduced working hours, the burden of proot being placed on the boss. The gevernment has established price contro] over bread, flour, wheat, gasoline, fertilizer, and Some other essential commodities. Following are results in Gopen- hagen, closely paralleled in other cities: Labor party increased its Seats from 35 to 37, out of a total of 55. Radicals increased their seats to 5, a gain of one seat over 1933, and the Communist party also gained one seat to place two Com- munists on the council. This call for Peace should be made audible in €very country to statesmen, to Qp- Ponents of Fascism.”’ Appeals For China To Unite SHANGHAT, China, April 8—In the national - revolutionary maga- zine, Voice of China, Mme. Sun Yat- set (Sun (Ching-ling), widow of the founder of the Chinese republic, appeals to the Chinese people for determined and united resitance to Japanese aggression. Mme. Sun Yat-sen, beloved by the masses, has fought continuously for application of Sun Yat-sen’s policy of democracy, struggle for national liberation of China, co-operation with Communists. “The Chinese people are firmly decided not to make further con- cessions to Japanese imperialism and are preparing to win back the territories seized,”” she writes. “This decision has the greatest political importance in the life of China. “The humiliating negotiations with Japan must end. Unfortun- ately some Chinese politicians over- estimate the strength of Japanese imperialism and under-estimate the strength of the Chinese people. It is necessary to consider that the Japanese people are also against war.” Proceeding to the internal po- litical situation of China, Mme. Sun Yet-sen writes: Bruce Analyzes BC Forces For Progress and Reaction Coninumer € - CCF Unity | Is First Step for Progress (Second and final section of a political report given by Malcolm Bruce at the recent provincial convention of the Gommunist Party appears below.) * = * + A great immediate menace is the development and concentration of reaction, and the BG section of our Party must be clear as to where the main centre of reaction in our prov— ince lies. Formerly we estimated that it was in the Pattullo gov- ernment and ‘the Liberal party whieh formed it, and our heaviest blows were administered to and our main attack directed against the Pattullo government ,with the call for its downfall as our slogan. It is true that the Pattullo gov- ernment in administering the af fairs of the province has acted on many occasions in a reactionary way, and some of its legislation has been distinctly reactionary, as, for example, the SPA. Numerous instances as to its reactionary char- acter can be cited—its subservience to reaction in using police to smash strikes and destroy trade union- ism, its police terror in the Interior, the oppressive features and mal- administration of the marketing laws, its attempt to “company unionize” the Teachers’ Federation of BG, its attempt to carry school district consolidation to the point of entire abolition of election of school trustees and their substitu- tion by government - appointed heeler-dictators, are cases in point. It is true that both King and Pattullo have carried out the poli- cies of finance capital. They found this both profitable and, to the ex- tent they did carry them out, pos- sible, because of the disunity of the people who suffer as a consequence of these reactionary policies, and who, if united in a progressive front, could to a considerable ex- tent have prevented the enactment of much reactionary lesislation, as well as have brought about the re- peal, or at least the non-enforce- ment, of many anti-labor and un- democratic laws. The repeal of Section 98 is an ex- ample of what united mass pressure ean effect, whereas apathy and dis- unity of progressive people permit- ted the Pattullo and King goyern- ment to follow their class inclina- tions and yield to the importunities, inducements and threats of the most reactionary section of the ruling class. From this it by no means follows that our party should support the Liberal party, or rely on it to defeat reaction, or ever regard it as an ally in the fight against reaction, although certain sections may be split off from it and included in a people's front. We should, however, strive unremittingly to win over dissatisfied supporters, sections and even associations—particularly of the youth—of the MLiberal panty, and to a lesser degree, because of its more reactionary character, ele- ments now supporting the Gonser- vative party, to the progressive people's front. Tories Directing Force of Reaction. The centre and directing force of reaction is the -Conservative party which is headed by such arch-re- actionanies as Dr. Patterson and the lawyer Maitland. But the Conser- vative party does not depend upon itself alone. It depends upon such organizations as the Citizens’ League and also upon many willing allies from the leadership, local and provincial, of the MULiberal party, such as Attorney-General Sloan, and so-called independents such as Bruhn. Closely allied with the CGonser- vative party also are such organized sroupings as the Young Citizens’ League at Victoria and the Young Canadian Guard, both rabid pro- Fascist bodies. It follows, then, that our most telling blows must be directed against the Conservative Party and its reactionary allies and supporters, from whatever party or organization they are drawn. Contederation of Me e@xican Workers has announced its sup- port for Laborde. centration of reaction, particularly one in the form of a coalition of the Conservative party with the reac- tionary wing of the Liberal party, Already in the face of Srowing CCF strength, a year ago, from both Liberal and Conservative press and politicians, such coalition of re- action has been mooted. While doing all possible to ob- struct and prevent such a develop- ment, we must not permit the de- featism so often expressed by, CGH leaders to go unchallenged. Those leaders capitulate before growing reaction on the theory that to unite and struggte against it provokes it and calls it into being. Rather must we put forward, more energetically. and skilfully than ever before, our policy of a united front of all prog- resSive people to prevent such con- centration of reaction and to de- feat it if formed. People’s Front Is Essential. It is now quite generally under- stood throughout our Party that in building unity of all progressive forces against reaction our first efforts must be directed towards the CCE, the trade unions, farmers, and other mass organizations of the working class. Every member of our Party, and as many outside our Party as we can reach and influence, must learn the Marxist-Leninist principle that the proletariat alone can not over- throw capitalism. Weither can it alone meet the ad- vance of fascism successfully. In the struggle against reaction as in the struggle for the conquest of power, our revolutionary vanguard must have allies drawn from the middle class, from intellectuals and professional people. We must seek to contact and in- fluence people in Liberal and Gon- Servative organizations, in churches and similar bodies ,in order to win over individuals and sections from them to the progressive struggle, thus undermining and wea%xening the mass base of reaction and strenethening the progressive front. British Columbia, in common with the rest of the imperialist world, is a vast area in which the forces of reaction and war on the one side and the forces of progress, democ- racy and peace on the other, are fighting for mass support, and the way the majority of the people will go will be decisive. We must carry on a relentless, stubborn and skillful struggle for winning the greatest possible num- ber from these strata of the popu- lation over to our side, the side of struggle against reaction and war, the side of the people and against the exploiters and despoilers of the people, against those who, to pro- long that rule, would drive the masses down deeper into misery, destroy the measure of democracy which exists, and enthrone reac- tion. In provincial politics the most powerful mass movement to appear in recent years is the CCF which in the last provincial election polled some 100,000 votes. Standing alone, and with its pres- €nt doctrinaire, ‘Socialism or noth- ing”’ program, the CCE cannot hope to defeat the Liberal party in the next provincial election, much less defeat a Liberal-Conservatiye coali- tion or new pro-Fascist party sup- ported by the most reactionary ele- ments of both old parties such as the recently-formed People’s League of Alberta, and which utilize dema- gosically the failures of the Pat- tullo government to present itself as-the sayiours of the people to gain power. As the vanguard of all anti-Fas- cist forces in the province, our party must continue to struggle for unity With the CCE as a necessary step to the forming of a farmer-labor party and a progressive people’s front. We must also assist in driy- ing the Trotskyist disrupters out of the ranks of the CCE which they are wrecking. Working jointly with CCE clubs on immediate issues and in our campaign generally for the united front, we must patiently explain that a united front or people’s front would not mean the elimination of the CCE, while combatting the specious claim that the CCF itself is the people’s front. It is generally expected that the Pattullo government will call an election in the early summer. This faces us with the task of organizing the greatest possible number of pro- gressive individuals and organiza- tions for resistance to reaction. The chief body with which we will have to strive to reach an agreement is the CCF. Earnest attempts have been made by our party to estab- lish friendly relations with the GCE provincial] leaders. And while a greater degree of mutual friendship has been promoted, they, with the exception of a small majority, are adamant in their resolve to “go it alone.’’ These opponents of unity fall back uopn the false claim that the CCE itself is the united front—if only the exponents of unity will join it. Our party must also reckon With the excuse advanced by some who fayor the united front if unity with our party would not lose votes in the elections. We must recognize that this argument comes not only from reactionary GCE leaders whose only desires are to prevent unity and further their own parliamentary Careers; it comes also from many who are honest and who have been led to believe that, at this stage, unity with our party would not as- sure a larger anti-capitalist vote, and especially a larger vote for CCF candidates. i=xperience has abundantly proved that on the whole a united front inereases the support for both the CGE and the Communist party. Regina, and Windsor can be cited as proof of this. Moreover, both Parties increase numerically and in influence, as in France, while the British Labor party is an example of the apathy and impotence which anti-unity sectarianism and timidity leads to. Would Inspire People’s Confidence. Then, too, a demonstration of solidarity such as a united front of the CCF, the Communist party, the trade unions, etc., would inspire and imbue with confidence great masses of wavering, hesitant people who, in labor’s divided state, remain aloof from both the CCF and the Com- munist party. At no time in the history of our country or province has our respon- sibility to the working class and its natural allies, the middle class and farming population, been so sreat. The rich and powerful re- actionary groups are seeking: by all means to win a majority of the peo- ple of the province in order to have @ mass base as democratic justifi- Cation for their drive toward a re- actionary sovernment and the abro- gation of established democratic rights, In their efforts to this end they seek to draw under their influence, and organize and unite, all discon- tented, and despairing, people. It is our task to defeat their purpose. The fight for influence over those decisive masses is on. If we do not win them, reaction will, and the dark night of Fascist terror Will settle down upon our country. SALEM, Ore., April 8.— (F#P)— For the first time in 15 years a state repealed its criminal syndical- ism law when Governor Charles Martin signed a repeal measure which recently passed both houses of the Oregon legislature by wide majorities. The campaign for repeal of the repressive act has been waged for several years by the American Givil Liberties Union and other organi- zations. The Oregon State Grange has been a vigorous opponent of the “crim-syn"’ act, and its support did much to speed enactment of repeal.
