wress reports, the camps were opened
for single transient men who came
to the coast to enjoy. the mild cli-
mmate, but that many residents have

Fifty per cent of the 1,500 men
in the 27 project camps are provin-
<ial residents, said Cumber.

to work two months. He is then laid

every week to collect his wages,

H. Blackmore, leader of the Social
Credit group, states he intends to
moye that “the Canadian goverm-
ment forthwith commence to create
and issue purchasing power.’’

Victor Quelch, deputy leader of
the group, will follow later with a
motion that “the time has come for
the government to formulate a def-
inite and scientific plan of tinancing
consumption.”’

Social Credit M-P.’s intend to stage
two debates on their economic pro-
gram, basing them on the two reso-
lutions on the order paper.

Move To Ban
Costigan Hit

SEATTLE, Jan. 21.—Seattle GCen-
tral Labor Council is taxing action
to thwart a sinister campaign being
waged by certain reactionary busi-
ness interests in Seattle to have
Howard Costigan, executive secre-
tary of the Washington Common-
Wealth Federation, whose radio
talks over Station KTRO have won
him recognition as a leader of
progressive thought in the Pacific
Worthwest, ruled off the air. United
States Senator Homer T. Bone and
other members of Washington
State's representation in Congress,
will be urged to use their influence
to check the flagrant radio cen-
sorship planned by individuals who
do not approve ideas and opinions
broadeast by Costigan.

In explanation, it was pointed out,
that the Foreign Enlistment Act
Was passed by the British parlia-
ment in-1870—not by Canada. ‘The
Act only applies to Canada by vir-
tue of the Colonial Laws Validity
Act whereby certain Imperial lesis-
lation was imposed on “colonies and
Pessessions abroad.”’

By the Foreign Enlistment Act
it is Unlawtul for any British sub-
ject, “within or without the King’s
dominions to accept or agree to ac-
cept without the King’s license,
any commission in the military or
naval seryice of any foreign state
&t war with any friendly state (a
foreign state at peace with His Ma-
jesty); or for any one ... . to in-
duce any other person to accept any
Such commission or engagement;
or for any British subject, without
the King’s license, to go aboard any.

Fascists’ Rebel Status

But the democratic Spanish goy-
ernment is not at war with any
friendly state. Franeco’s forces have
the status only of rebels and
bandits, since General Franco’s
“government’’ at Burgos has not
been recognized. Therefore Cana-
dians desiring to aid the Spanish
government are well within their
moral and legal rights.

“Investigation by the RCMP,” the
lawyer declared, “‘is an invasion of
our rights as citizens. Neither has
the Canadian government through
its Department of External Affairs
any authority to abridge our rights
as citizens to travel where we
please.”

To Aid Spain Is
Fully Equipped

NEW YORE, Jan. 21.—The Am-
erican medical unit for Madrid,
which left New York Saturday, in-
cludes four ambulances, a complete
operating outfit, ward supplies for
75 beds, large supplies of medicine,
a dozen nurses and technicians,
and the following doctors, all of
whom have specialized in surgery:

Dr. Edward Barsty, of New York
City, who will be chief surgeon;
Dr. Eduardo Perez, of Cuba, Dr.
Alan Sorrell, of New York City,
Dr. Philip Goland, of New York
Gity, and Dr. Albert Byrne of Ken-
tucky.

They will join the British medical
unit in Madrid.

COUNCIL MEETS

Decision to set up separate social
service councils in North and South
Burnaby was reached Wednesday at
a meeting of Burnaby Social Serv-
ice Council when 25 deegates rep-
resenting 15 organizations attended.

Several protests regarding in-
creased living costs and negligence
of the relief department in allowing
eviction proceedings to proceed ta
the eviction stage before acting were
sent to the provincial government.

E. BE. Winch, MLA., gave a brief
address on the feasibility of a health
unit in Burnaby, comparing the ad-
vantages of such a unit with present
health administration in Burnaby.
