The 5th Stockholm Conference on Vietnam, which has just brought to- gether 326 representatives of 62 coun- tries and national and international or- ganizations, adopted the following reso- lution which it is sending to the peoples of the world. The U.S. war against the Vietnamese people is continuing and growing in in- tensity. United States troops, who are sur- rounded in their bases, continue their “search and clear” operations, mas- sacres, torture, bombing with its at- tendant violence, and has increased considerably the use of poisonous chemical products. pite the gigantic means they have used, the aggressors have been stopped by the heroism of the Vietnamese peo- ple. They are now seeking new ways to maintain their domination and prolong the war by using Vietnamese to fight Vietnamese. This so-called Vietnamization is noth- ing but a mystification, destined to fail. Nixon, so far from fulfilling the prom- ises of withdrawal that he was forced to make, is trying to keep U.S. troops indefinitely in South Vietnam. At the Paris Conference, the U.S. government has demonstrated quite clearly its determination to avoid any real negotiations. Through more overt intervention in Laos, the U.S. government has recently escalated aggressive war in that coun- try. It has perpetrated a coup d’état in Cambodia, following a tactical CIA pat- tern in order to carry out its maneuvers to extend the war. As a result the whole of Indochina risks becoming a war thea- tre that would threaten the peace and security of all the countries in South- east Asia. Events of the last weeks show even more clearly the dangers that ruling U.S. circles have created for the peoples of the world by their policy of aggres- sion, which is a direct result of the ex- pansionist political, military and econo- mic policies of the U.S. throughout the world and a part of a vast general stra- tegy. The Cause of the Vietnamese is the Cause of All Peoples Each people must recognize its own responsibility in this struggle which concerns it directiy, and each inhabitant of the world must become aware that his or her action can help to force the aggressor to withdraw. Nixon’s intensification of the war in Vietnam has been accompanied by in- creased governmental repression against the U.S. peace forces, young and old, male and- female, white and black. In order to continue their war of genocide against the Vietnamese peo- ple the U.S. ruling circles have intensi- fied the use of racism as an ideological weapon at home and abroad. But in spite of governmental oppression the peace movement in the United States is increasing its fight for true peace in Southeast Asia, and for freedom and justice at home. : The Conference is convinced that in order to reach a correct solution of the problem of real peace in Vietnam, the United States government must satisfy the legitimate demands of the Viet- namese people as contained in the ten- point overall solution of the NLF and the PRG of the Republic of South Viet- nam, which are based on the entire, im- mediate and unconditional withdrawal of the troops of the U.S.A. and its al- lies, and establishment of a provisional coalition government which would or- ganize free, democratic elections. In order to prevent extension of the war in Indochina, the United States must be required to cease immediately and unconditionally its war of aggres- sion in Vietnam and end the bombing of Laos. It must put an end to the inter- vention in Cambodia and respect its in- dependence, neutrally and_ territorial integrity. : The Stockholm Conference calls upon all national and international organiza- tions, in countries throughout the world, to demand the withdrawal of U.S. troops from South Vietnam by giv- ing massive circulation to its Appeal, by vigorously condemning United States crimes in Vietnam, by develop- ing actions of political support and ma- terial aid for the just struggle of the Vietnamese people for independence, freedom and genuine peace. To achieve this, the Conference rec- ommends that there should be set up in each country an action program in coordination with the anti-war move- ment in the United States. In this way powerful pressure will be created throughout the world, that will oblige the U.S. government to respect the peace, independence, and the right to self-determination of the Vietnamese, Laotian and Cambodian peoples. It rec- ommends the organization of broadly- based, continuing actions that will be coordinated and developed in each re- gion, each country, each sector, accord- ing to the conditions that obtain and the concrete problems posed. In this way, the desired results will be achieved and peace will be won. use of these. : Support ‘U.S. OUTNOW’ campaign World Signature Campaign for Total, Immediate, Unconditional With- drawal of the U.S. and Allied Troops from South Vietnam: Responding to the call of the Stockholm Conference on Vietnam, the New Mobilization Committee in the U.S.A. has proposed a worldwide campaign to collect signatures of millions of people everywhere on appeals embodying the demand for the total, immediate, unconditional withdrawal of U.S. and allied troops and weapons from South Vietnam. This campaign is to be known as the OUTNOW PROJECT. The cam- paign will take different forms in different countries. In the U.S.A. cables are being sent to President Nixon with the one word STOP. All international and national organizations are invited to follow this method or obtain signatures to the Vietnam Appeal, which embodies the key OUTNOW demand. In countries whose governments support, directly or indirectly, the U.S. aggression in Vietnam, the campaign will be linked to the demands to break with these war policies.
