Statement by the Communist Parties of Mexico, Canada and the USA : Representatives of the three parties, disturbed over U.S. president Reagan’s proposal for a North American Ac- cord, and its threat of swallowing up Mexican and Cana- dian resources, met and agreed upon this joint statement. Similar meetings of the three are planned for the future. Unity can stay hand of U.S. imperialism | U.S. imperialism is stepping up its offensive against the peoples of Central and Latin America and against the people of North America in its efforts at achieving world domination. What it is out for is complete control of the natural resources and energy of North America, in the first place, of Mexico and Canada. This is the meaning of President Reagan’s call for a North American Accord. U.S. imperialism sees Canada and Mexico as secure sources of supply for its insatiable war machine. It there- fore opposes any and all measures taken by the Portillo government of Mexico and the Trudeau government of Canada which strengthen the sovereignty and indepen- dence of these countries. . It is no secret that the Reagan Administration, at the behest of the U.S. multi-national oil corporations, is pressing the Canadian Government to mové away from its policy of Canadianization of energy resources. The Reagan Administration is likewise interfering in the in- ternal affairs of Mexico and is demanding that it increase the sale of petroleum to the USA irrespective of the vital interests of Mexico and its trading relationship with other countries. It is striving to prevent or hinder the development of technology in Mexico. Despite the pressures of U.S. imperialism, the governments of Mexico and Canada, backed by the majority of their peoples, are pursuing a course which ‘leads to strengthening the independence and sovereignty of these countries. It can be expected however that the Reagan Administration, reflecting the interests of U.S. imperial- _ism-and the U.S. multi-nationals, will step up its pres- sures on Mexico and Canada with the aim of imposing neocolonialist ties on these countries, thereby hindering their development as fully independent, industrially de- veloped countries with full control over their resources. _The working people of the USA have a great respon- sibility here, to ally themselves with the working people of Canada and Mexico as well as with the truly national and anti-imperialist forces of these countries and stay the hand of the Reagan Administration. As against a North American ‘Accord, whose aim is to strengthen U.S. im- perialism at the expense of other countries and people, policies are called for which advance the cause of peace, independence and social progress. A North American Accord does not only go contrary to the best interests of the people of Mexico and Canada, it goes contrary to the best interests of the people of the USA as well. The Communist Parties of the USA, Mexico and & Canada call upon the peoples of their countries to op-f pose the North American Accord. : i They demand that U.S. imperialism, and the Reagan Administration representing it, not interfere in the in- i alienable right of countries to develop their own re- sources as they see fit, including their nationalization. 9 They demand that the Reagan Administration stop § interfering in the internal affairs of other countries, be it in the Caribbean, Central America or elsewhere includ- ing- El Salvador. The peoples must have the right to # determine their own destiny free of outside imperialist | interference. ' The Communist Parties of the USA, Mexico and Canada call upon the working class and democratic forces, including the truly national and anti-imperialist # forces of their countries to unite their efforts against economic, political and military intervention by the | Reagan Administration .against other countries and : people, and for peace, independence, sovereignty and § social progress. : I Such unity can stay the hand of U.S. imperialism and ) lead to new advances for the cause of peace and social | progress. Britain responsible for deaths — CP TORON TO — “‘ The deaths of four men on hunger strikes in the Maze Prison in Northern Ireland - is the direct responsibility of the British Government,”’ charges the Communist Party of Canada. ‘**These deaths stand as a clear and dramatic indictment of Bri- tain’s policy on Ireland. This was accompanied by a spe- cial system of arrest, an interroga- tion method which included tor- ture, a non-jury Court which con- victs, in 80% of the cases tried, on the basis of confessions secured - through ‘special’ interrogation procedure. The: British Govern- ment’s justification for this bar- baric procedure is that they are fighting ‘terrorism’ which is de- fined in their Acts as ‘the use of violence for political ends’. ‘**While condemning the acts of terrorism, the Communist Party of Canada joins with all those who condemn the real terrorism per- petrated by British imperialism and the Thatcher government against the Irish people. We urge that the national rights of the Irish people be respected and a peace- ’ ful solution found to the tragic problems of Northern Ireland.” The Communist Party resolu- tion closes with condemnation of “the gross violation of human rights on the part of the British Government and supports fully the five demands of the prisoners: ** The right not to wear a prison uniform; the right not to do prison work; the right to free associa- tion; the right to full remission of sentence; the right to weekly vis- its, letters and parcels.”’ Arms to Cyprus NICOSIA — In what appeared as attempted intimidation of the newly-elected parliament of Cyp- rus, Turkey has brought in new U.S.-supplied weapons, for use in continuing its illegal partition of the island. PACIFIC TRIBUNE—JUNE 26, 1981—Page 8 Israeli cp condemns attack © Meir Vilner, general secretary of the Communist Party of Israel, issued a strong condemnation June 8 of the Israeli Government’s attack on Iraq’s nu- clear reactor, calling it an ‘‘adventurous act,”’ which threatens to ‘‘ignite a major war conflagra- tion.” : Vilner also added that “‘it is regrettable that the Israeli Labor Party leadership, with Shimon Peres at the head, found it necessary to express full sup- port for Begin’s aggressive air raid.”’ Following is Vilner’s statement made to the press immediately following the public announce- ment of the bombing: ‘‘The Israeli Communists are for the Middle East to become a zone free of nuclear arms. This is a realistically possible feature if Israel would join the International Conventions on Prohibition of Proliferation, Production and Use of Nuclear Arms, and would together with the Arab states agree to have international control over their im- plementation. ‘In no case whatsoever is it permissible that Israel is claiming a-sole monopoly over the posses- . sion of nuclear arms in this region and uses military aggressive acts in order to maintain it. Such milit- -ary acts are easily liable to ignite a major war conflagration, the end of which is unforseeable and may also imperil Israel herself to the utmost. ‘Tt may be assumed that the planned air raid on the atom reactor in Iraq was considered at the Begin-Sadat talks last week in Sharm-el-Sheikh. Possibily it is also the true reason for the delay of Reagan’s special envoy Philip Habib’s arrival in the region. He may have known of it beforehand and wanted not to be present in the area at the time of the raid. Anyway, the protests heard from Sadat” and Washington are therefore most hypocritical. ” ‘‘The raid on the reactor in Iraq was; in out opinion, a most adventurous act and should be condemned sharply. We shall have yet the possibil- ; ity to raise our protest officially and to mobilize” more forces of common sense and peace to join thé struggle against the aggressive nuclear aims of thé” Begin rulers.” Appeal to Communist and Workers’ Parties At its June 5-7 meeting, the Central Committee of the Communist Party of Canada unanimously en- _dorsed an appeal to Communist and Workers’ par- ties. In response to requests, we present the full text. : Dear comrades, The deteriorating international situation, a result of the policies of confrontation and threats of mili- tary intervention by the Reagan Administration; the NATO decision to place U.S. first strike nuclear missiles in Western Europe and make the people of Europe hostages to its ‘‘li strategy, places the world face to face with the threat of nuclear catastrophe.
