BACKGROUND: This application is for the rezoning of an existing retail garden centre and nursery. The site is currently zoned A-1l (Agricultural) and is designated “Highway Commercial" use in the Official Community Plan. This project is not subject to the guidelines outlined in a Development Permit Area as the coffee bar use will be for the internal portion of the building only. PROJECT DESCRIPTION The rezoning application is to permit a coffee bar use in the exiating non conforming retail garden centre and nursery building at 1351 Lougheed Highway. Approval of this application will render the existing uses legal and conforming; current signage for this business, particularly some off premises signs, require some changes to conform to current bylaw regulations.
