LUUWGIL THE CORPORATION OF THE CITY OF PORT COQUITLAM ~ APR 9g 1979 MEMORANDUM TO: Mayor and Council April 6th, 1979 FROM: Public Works Committee Re: Sprinkling Regulations As a result of pressure problems in our water supply system last summer, Council directed that the Public Works Committee prepare an amendment to our Water Regulation By-law No. 991 which would provide more effective control of sprinkling. Council will recall a report by the Works & Utilities Super- intendent which indicated the problems of enforcing the present sprinkling regulations during the summer. This report listed, in particular, that a number of people were violating the restrictions by sprinkling on the wrong days and that others had two or even three hoses going at the same time. Since many of the violations occurred in the evening, enforcement was a problem. The attached amendment by-law incorporates the usual summer time sprinkling regulations into the regular by-law and in addition has three new features: 1. It would make it illegal for a person to have more than one hose going outdoors at any one time. 2. It would give the City employees the authority to turn off the water supply at any premises where a violation is occurring and to require a $25.00 fee for turning the water back on. 3. It raises the cost of a normal turn-on or turn-off to $12.50 from $1.00 to bring it in line with actual costs and to make it consistent with the change mentioned above. As it is necessary for Council to adopt this by-law prior to it being advertised in the City newsletter, the Committec recommends that the by-law be given first three readings at this time.
