sixty-five years of age or over during the 1979 calendar year and is the principle supporter of his houschold and thereby applies for and receives the additional homeowner grant payable to such »2erson under the provisions of the said Provincial liumeowner Grant Act shall be entitled, with respect to the property for which the said application is made, to a waiver of, and there shall be waived, the amount of Nine Dollars ($9. 09) of the total annual user rate chargeable - under the provisions of By~law No. 991 of the City being the “City of Port Coquitlam Waterworks Regulation By- law, 1970, No. 991", as amended, (b) The amount of the said abatement, if not deducted from the rates and charges imposed by By-law No. 991 at the time of Payment shall be paid by the City Treasurer to the person entitled thereto without further order of the Council. - . 3.
