DELEGATIONS: - |Delegations: Mayor Campbeli introduced a land developer, Mr. Walter Szafranski, i Developers re Burning who spoke to Council on behalf of the developers who met with the joint Commitcee of the Public Works and the Planning and Zening Committees in the Council Chambers of the City Hall on Tuesday, May 23rd, 1978 to discuss burning of land clearing debris. Discussion then ensued and Alderman Mabbett advised he was not aware at the time of the meeting, of the City By-law which restricted developers from running machinery at night to keep the fires burning and suggested the City's lagoon site could be used as a central site for pit burning. Alderman Traboulay stated Council should re~affirm its policy on burning. Alderman Keryluk advised there are actually two problems - short and leng range and suggested the long range be discussed in Committee and that Council decide the short range problem tonight, being primarily Mr. Szatranski's application to burn on his property on the Lougheed Highway. Alderman Ranger pointed out that there have been approximately 300 homes built in the last two years and another 150 being built now and these developers cleared their land during the burning period of November, December and January and not during the good weather of Spring and Summer when people want to barbecue outdoors, use their pools, and paint their houses without the presence of fly-ash in the air. He also pointed out that hauling debris to a central place coming off the other end of town will not cure anything. Hauling debris by truck becomes very expensive when you have to travel any distance. Mr. Don Keenan advised he felt three months in the Winter was not long enough for developers to get rid of debris. Alderman Thompson stated he supported burning from the month of November through to April. Moved by Alderman Keryluk: Seconded by Alderman Laking: That developer, Mr. Walter Szafranski, be given permission to burn on a trial basis subject to cancellation in the event the developer did not comply with the stipulations as set down by Fire By-law No. 902 and that there were complaints. Defeated. Aldermen Laking and Keryluk voted in favour of the resolution.
