This trend toward residential daycare was triggered by a recent rezoning application by Helene Harris, who operates Helen's Play and Learn Centre in the 4900 block Gair Ave. The problem facing Harris was the fact she was operating a daycare facility in her own home that was.fully licensed under the B.C. Community Care Facility Act to care for up to 20 Children, but a city bylaw tegulat- ing home business didn’t allow her to employ the staff required to care for that many children. ‘Soon, however, ‘all-.this - may - change.
