COMMUNITY MEETINGS City keeps pressure on forests minister to get piece of Sustut Terrace city council wrote forest minister Claude Richmond in October 1990 to express concern over the insect infestation in the western reaches of the Sustut- Takla forest licence. At the same time, they suggested it was impos-. sible for the Prince George consor- tium who holds the cutting permit to harvest the diseased trees before their value is lost, an eventuality that would probably occur in the spring of 1991. It would be in everyone’s best interest therefore, said council, if the minister were to allow north- west logging companies, geo- graphically closer than Prince George to the timber, to harvest the trees while they were still reasonably sound. . A reply to this request from Terrace city alderman to the minis- ter of forests for immediate action to avert a spring-time forest disas- ter was never received... that is, until now. Collingwood writes: "The moun- tain pine beetle attacked areas are currently being scheduled for har- vesting by the forest licensees operating in the Takla-Sustut area. The situation is presently being addressed with ongoing monitor-. ing, insect conirol and salvage operations. "That was the basis of our letter.” So, the city is sending another letter. Land owner appeals | Water Branch order | | Stan Kinkead of Samson’s Poultry Farm has filed an appeal against a Ministry of Environment order requiring him to correct the ponding situation in Heek Brook, which flows through his bench- area property. According to Water Management Branch district manager Wilf Dreher, Kinkead has hired a pro- fessional engineer to prepare a case against that order, issued in early January. That order required Kinkead to submit a plan prior to Feb. 28, prepared by a professional engineer, that would offer a solu- tion to the ponding problem. Kin- kead installed a 10-inch culvert to drain the Heek Brook pond last fall, however, and has maintained since the problem has been ade- quately addressed. . Dreher disagrees. He has said on several occasions that a culvert would have to meet the 1:10 year peak flow for Heek Brook, and that would require a culvert between two and three feet in diameter. According to Dreher, all interested parties have been con- tacted and invited to make written submissions to the appeal process within 30 days.
