The proposed new access road would be sited to permit the future completion of a cul-de-sac when adjacent areas are subdivided. The propogal also indicates the usage of an un-opened lane allowance along the northern property line of 3474 Hastings Street. Closure of this lane and inclusion of its full width into the proposed subdivision is required so that the new lots meet the minimum lot depth of the RS-2 zoning regulations. COMMENTS FROM OTHER DEPARTMENTS : Engineering Department: All services required ag per Subdivision Bylaw. Existing 200mm. diameter atorm on Hastinga Street may require upsizing. Existing 200mm diameter water on Hastings Street. Existing 200mm. diameter sanitary on Hastings Street, 2m deep. Fire Department: Approve turn-around at end of street. Confirm water supply in area before construction starts. Parks & Recreation Department: Park DCC charges. Building Department and R.C.M.P.: No comments. DISCUSSION: The applicants are considering a road exchange to close the existing lane adjacent to the north property line of 3474 Hastings Street and have it incorporated into the subdivision. However, owners of four properties on Kitchener Avenue which are also adjacent to the lane (2438, 2450, 2468, 2484 Kitchener Avenue), are petitioning to have the lane closed so that they may purchase half of the lane width for consolidation with their own properties. Should the latter occur, the subdivision plan would have to be modified to the satisfaction of the Approving Officer. Variances in lot depth would have to -be granted for Lots 7, 8, 9, 10, 11 and 12 aa they would not meet the lot depth requirementa without the full depth of the lane. The subdivision plan proposes a duplex to be located at 3466 Hastings Street adjacent to the new access road. The Planning Department does not support a duplex at this location as there is another duplex less than 180 metres away. Lots 2 and 3 of the proposed subdivision are shown to be deficient in lot depth by 5.25 metres and 0.87 metres respectively. A Development Variance Permit is therefore being requested to relax the minimum lot depth for these two lots. cont. page 3
