Meeting, the Fraser Valley Regional Library changed the mill rate of the cost of the building from .439 to .476 and consequently Port Coquitlam's share of the Headquarters Building has now been increased to $39,515. Alderman Wright stated he would be questioning this matter at the next Board Meeting to be held on January 31st, 1979. Alderman Laking stated he was concerned over the amount of money that was committed for 1979 even before the Provisional Budget was discussed. Aldermen Traboulay and Keryluk also spoke on their concern over the increased budget. Mayor Campbell stated the library is used by many citizens and is a valuable service to our community and possibly other services would have to be cut back in the Provisional Budget. Alderman Wright stated the Provincial Government had now issued a minimum standard for libraries. Alderman Laking stated the construction of the new library headquarters : should be postponed until further information is received regarding the i financial and organizational arrangements therefor. Moved by Alderman Laking: Seconded by Alderman Traboulay: That the City of Port Coquitlam notify the Fraser Valley Regional Library Board that the City of Port Coquitlam wants the question of a new headquarters building tabled until further information is received on the financial and organizational arrangements therefor. Defeated. Aldermen Laking and Traboulay voted in favour of the resolution. NEW BUSINESS: Moved by Alderman Leaking: re Policy for : Personal Care Homes. Seconded by Alderman Keryluk: That the policy for Personal Care homes be changed to state that - referred to Environmental Protection Comm. the area proposed be canvassed by the Simon Fraser Health Unit and a report brought to Council prior to approval being given for an application. Prior to the question being called on the foregoing resolution Alderman Traboulay asked that the policy on personal care homes be referred to the Environmental Protection Committee for further study.
