Mayor J. M. Campbell September 2, 1975 — ate An inter-municipal agreement would be necessary to accommodate access on the part of the City onto and over that portion of the dyke. In addition, arrangement would presumably be considered for the provision to the City of tax revenue from that section of the Municipality south of ‘the Stough. It is proposed, therefore, that: 1. The Coquitiam Dyking District be dissolved and its assets and liabilities transferred proportionately to the City and to the District. Distri- bution to be on the basis of revenue from the respective areas within each Municipality for 1974. The City and the District enter into an agreement which would permit the City to operate and maintain those works within the District Municipality that lie south of the De Bouville Slough. Under the Fraser River Flood Control Program current priorities would indicate that the dyking south of De Bouville Slough will, in due course, be improved under a timing and funding schedule. At the appropriate time, the Province would enter into an agreement with tne City under which the works south of De Bouville Slough would be improved, and the City would agree to operate and maintain those improved works. . At some future date, if the economic viability was proved, a similar agreement would be reached with Coquitlam covering the area north of the Slough. The Department is prepared to proceed along these lines providing there is a clear understanding between the two municipalities in respect to the dyke atong: the Slough. This understanding should be in the form of an agreement. 1 would be pleased to have the process initiated at an early date ‘following your review of the above.
