May 12th, 1975 the By-law, stating he understood it is illegal to keep records against a minor and if so, how is a record going to be kept of the number of times juveniles are picked up. Alderman Ranger pointed out that this is the only piece of legislation that gives the Council power to do something about a bad situation, and he also mentioned the By-law will only be in force for a trial period of six months. Alderman Keryluk stated he could not support the By~law unless it was amended to provide that it would be reviewed at the expiration of the 6-months trial period; however, Mayor Campbell pointed out that such an amendment is not required as that fact is on record in the Council meeting minutes. Mayor Campbell spoke in favour of the By-law and stated he wished to stress very strongly that it is not being instituted in an effort to curtail vandalism, but because it is time irresponsible parents are brought to the attention of social service departments. Moved by Alderman Mabbett: Seconded by Alderman Ranger: That By-law No. 1382 be read a second time. Carried. Aldermen Lakiug, Thompson and Traboulay voted against the resclution. Moved by Alderman Ranger: Seconded by Alderman Keryluk: That By-law No. 1382 be read a third time. Carried. Aldermen Laking, Thompson and Traboulay voted against the resolution. A report on the operation of the PoCo House for the period January PoCo House lst to March 31st, 1975, was then submitted. Report-Jan. to Mar./75 Alderman Traboulay, in speaking to the report, noted that the PoCo House no longer provides for a 24-hour medical service, and he suggested that during the day when the facility is not in operation, the upstairs could be used for such purposes as a day care centre. The City Administrator stated that he was doubtful if approval could be obtained from the Department of Health because the area of the upstairs is not large enough to meet the requirements for such a use. Moved by Alderman Traboulay: Seconded by Alderman Thompson: That the Environmental Protection Committre investigate the feasibility of housing a day care centre or a pre-school centre at 2478 Mary Hill Road, and the need for continuing the services of Dr. R.
